Ho Chi Minh City People's Committee has just issued a document directing the implementation of Decree 136/2026/ND-CP of the Government on amending and supplementing a number of articles of Decree No. 100/2024/ND-CP related to adjusting the income conditions of subjects entitled to social housing support policies.
The Ho Chi Minh City Department of Construction is assigned to take the lead in implementing and publicizing the content of the decree on the department's electronic information page; at the same time, coordinate with relevant departments and branches to guide and disseminate amended and supplemented contents, especially new regulations on income conditions for social housing buyers.
In addition, the Department of Construction has the task of monitoring the implementation process, summarizing arising difficulties and obstacles to promptly advise the Ho Chi Minh City People's Committee to consider and handle according to its authority.
According to Decree 136/2026/ND-CP, the Government has amended Clause 1, Article 30 of Decree No. 100/2024/ND-CP in the direction of raising the income ceiling for people who buy social housing by an additional 5 - 10 million VND per month, depending on each group of subjects.
For single people, the maximum actual monthly average income is increased from 20 million VND to 25 million VND/month. For single people raising minor children, the income ceiling increases from 30 million VND to 35 million VND/month.
For married people, the total average monthly actual income of the couple is increased from 40 million VND to 50 million VND/month.
Decree 136/2026/ND-CP also amends and supplements Clause 1 and Clause 2 of Article 67 on income conditions for purchasing and leasing houses for the people's armed forces in the direction of expanding the income component, including regional allowances in remote, isolated, border, and island areas with difficult conditions.
At the same time, the decree changes the method of determining the income ceiling for cases where the wife or husband is not subject to the armed forces: from a fixed coefficient equal to 1.5 times the income of the Colonel rank to a more flexible formula, including the income of the Colonel rank plus the salary level specified in point a, clause 1, Article 30.
Ho Chi Minh City after merging with Binh Duong and Ba Ria - Vung Tau is assigned the target of developing 199,400 social housing units by 2030.
To complete this goal, Ho Chi Minh City is promoting the implementation of a series of social housing projects. From the beginning of 2026 to now, the city has started construction of 2 projects and is constructing 11 other projects.
According to the plan, before June 30, Ho Chi Minh City will continue to start construction of 41 more social housing projects with a scale of more than 29,200 units.
This is considered an important step to realize the goal of putting into use about 36,400 social housing units in the period 2026 - 2027.
