Abandoned for many years
According to the investigation of Lao Dong Newspaper reporters, the Thanh Hoa Provincial Rural Development Center (formerly located in the administrative boundaries of Hoang Kim commune, then merged into Hoang Phu commune, Thanh Hoa province), was invested in construction from 2009 with a total budget of more than 17 billion VND from the sponsorship credit program.
The project was previously invested and managed by the People's Committee of Hoang Hoa district. The center is built on a land area of nearly 20,000m2, including items such as the center house, vegetable and fruit preliminary processing house, agricultural product warehouse, cold storage, auxiliary works and technical infrastructure.
The goal of the project is to display, pre-process, and preserve agricultural products, support agricultural product consumption, and bring products to consumers. However, after about 4 years of operation but not achieving efficiency, Thanh Hoa Provincial People's Committee transferred this center to the Department of Agriculture and Rural Development (old) for management, and at the same time established the Thanh Hoa Provincial Rural Development Center directly under the department.
After being transferred to provincial-level agencies for management, it was thought that the project would be effective and exploited effectively, but then it continued to fall into a state of being abandoned for many years. In 2024, this center continued to be transferred to the old Hoang Hoa District People's Committee for use. After implementing the two-level local government model from July 1, 2025, the Thanh Hoa Provincial Rural Development Center was assigned to the Hoang Phu Commune People's Committee for management until now.
Will be arranged as a commune police headquarters
According to actual records of Lao Dong Newspaper reporters, up to now, this center is still in a state of abandonment, "closed doors", many items of construction are degraded and seriously damaged. Inside the central building and warehouse areas, dust covers thickly, ceilings are peeling, and many technical items are damaged.
In the central gate area, weeds grow lushly. Some booths displaying products from before are also in a state of degradation; some are closed, some have their roofs blown off or damaged.
Talking to a reporter of Lao Dong Newspaper, a representative of the leadership of Hoang Phu Commune People's Committee, Thanh Hoa province, said that after the Thanh Hoa Provincial Rural Development Center was handed over to the commune for management, the locality has proposed plans to "revive" this project. There are two options being considered, including using it as the commune police headquarters or arranging it as a Public Service Supply Center.
Up to now, this center has been planned and arranged as the headquarters of Hoang Phu Commune Police. Currently, it is waiting for the policy, completing procedures and dossiers according to regulations and may start construction in the near future" - a representative of Hoang Phu Commune People's Committee informed.
