On October 29, the Office of the Ho Chi Minh City People's Committee issued an official dispatch conveying the direction of Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc on implementing the direction of City Party Secretary Tran Luu Quang at a meeting to discuss the plan to renovate land plot No. 1 Ly Thai To - an area considered "golden land" in the city center.
The Chairman of the Ho Chi Minh City People's Committee assigned the Department of Agriculture and Environment to urgently hand over the site of this land to the sponsor, Sun Group Joint Stock Company, by October 31 at the latest.
According to the plan, Sun Group will invest in building a green park, community space, children's playground and a memorial site for COVID-19 victims, with the goal of forming an open space, connecting the community right in the city center. The project will be completed and put into use before the Lunar New Year 2026.
The Department of Planning and Architecture is assigned to inventory, evaluate and classify all villa works in the land before November 10, 2025, and at the same time guide the People's Committee of Vuon Lai Ward to locally adjust the 1/2,000 scale zoning plan for this area.
The People's Committee of Vuon Lai Ward is responsible for organizing the preparation, appraisal and approval of the adjusted plan before November 30 to serve as a basis for project implementation.
The Department of Culture and Sports will collect community opinions and experts on the park design idea within 15 days, then synthesize and send it back to the sponsor to complete the final plan.
The Chairman of the Ho Chi Minh City People's Committee assigned the Director of the Department of Construction to directly direct the entire construction process of the park until the project is completed and put into use.
The land plot at Ly Thai To No. 1 has an area of about 44,312 m2, of which the usable floor area is about 7,101 m2, currently managed by the Ministry of Foreign Affairs. Previously, the land was the Government Guest House, with 7 villas in the campus, but now all are vacant.
Along with the construction of the park, the Chairman of the Ho Chi Minh City People's Committee assigned the Department of Construction to urgently establish an investment project to expand Tran Binh Trong Street using the city's budget.
Tran Binh Trong Street (from Ly Thai To Street to Hung Vuong Street) is about 370 m long, with an average width of only 5 m, not well connected to Ly Thai To Street, causing limitations in traffic and urban space development.
According to the proposal of the Ho Chi Minh City Department of Construction, the road will be expanded to 17 m, with a total estimated investment of about 1,073 billion VND. Of which, compensation and site clearance costs account for about VND830.5 billion, construction costs are over VND40.7 billion. The project plans to relocate 115 households and 1 organization.
