1. The People's Committees of provinces and centrally run cities (hereinafter referred to as the Provincial People's Committees) are responsible for organizing the exam (abbreviated as the exam) and granting certificates.
2. The provincial state management agency for real estate business receives the candidate's application for the exam (according to the form in Appendix XXI issued with this Decree) and has a written request to take the exam to the provincial People's Committee and the provincial People's Committee based on the number of registered candidates and the actual situation to organize the exam.
3. Each year, the Provincial People's Committee is responsible for organizing at least 1 exam, depending on the number of candidates registering for the exam (a minimum exam must have 10 candidates).
In case there are not enough candidates to organize the exam (under 10 candidates) and the candidate has submitted documents that need to take the exam to the Examination Council of another locality, the Provincial People's Committee will send an official dispatch to the People's Committees of another province or city to take the exam.
