At the meeting, the working delegation listened to the reports from functional units on the project implementation progress, focusing on site clearance and resettlement preparation to serve the groundbreaking of project items in the city on August 19 and December 19, 2025.
After listening to the report, Minister of Construction Tran Hong Minh requested the consulting unit to urgently determine the route and landmark points so that the locality has a basis to specifically determine the site clearance area. Regarding site clearance, the Minister noted that Hai Phong city needs to pay attention to listening to and grasping the legitimate thoughts and aspirations of the people; if possible, prioritize on-site resettlement plans to minimize disruption to people's lives.
The Minister of Construction emphasized that the implementation process needs to ensure publicity and transparency of policies, and effectively carry out propaganda and mobilization work to create consensus among the people, contributing to speeding up the progress of site handover. Units and localities closely coordinate, proactively remove difficulties and obstacles, focus on project implementation tasks, and complete on schedule.
The Lao Cai - Hanoi - Hai Phong railway project is a national key project of special importance in connecting inter-regional areas, promoting socio-economic development, enhancing freight and passenger transport capacity, contributing to the goal of developing a modern and synchronous transport infrastructure system.
The investment project to build the Lao Cai - Hanoi - Hai Phong railway section through Hai Phong city has a total length of about 89.88 km, passing through 24 communes, wards, and special zones including: Cam Giang, Ke Sat, Mao Dien, Binh Giang, Yet Kieu, Gia Loc, Gia Phuc, Tan Ky, Tu Ky, Dai Son, Chi Son, Ha Dong, An Quang, Quyet Thang, An Khanh, An Hung, Kien Thuy, Kien Minh, Duong Kinh, Hai An, Dong Hai, Nam Do Son communes, Kien Hai commune and Cat Hai special zone.
The total land area to be recovered is about 624.13 hectares, with 6,096 households affected; the total estimated cost for site clearance is about 9,753 billion VND.
