Speaking at the opening of the session, Mr. Le Van Hieu, Chairman of the Hai Phong City People's Council, said that the 29th session took place over 1.5 days to review 18 reports and approve 16 resolutions, including 4 key groups of issues: Socio-economic development plan and political tasks for the first 6 months of the year; propose tasks and solutions for the last 6 months of 2025; thematic resolutions on the fields of finance, budget, public investment plan, state budget revenue and expenditure estimate and local budget allocation; land use plan and decentralization and delegation work; review report on the work results of the Standing Committee of the People's Council, People's Committee, People's Council Committees; thematic reports of the City People's Committee; report on comments, recommendations and reports on the results of the City People's Council's supervision in the first 6 months of 2025; review the draft regulations of the City People's Council, People's Council, People's Council Delegation and the draft resolutions of the City People's Council, People's Council Delegation and People's Council Delegation.
The Chairman of the City People's Council requested that the People's Council delegates and delegates attending the meeting promote a sense of responsibility, focus on research, discussion, contribute opinions, and achieve high consensus, so that the resolutions of the City People's Council can be passed soon into life.
Speaking at the meeting, Secretary of the City Party Committee Le Tien Chau stated that the 29th session of the City People's Council is the first regular session of the City People's Council after the merger; marking the beginning of a new development phase of the city, with position, stature and stronger development aspiration.
The Secretary of the City Party Committee emphasized that the last 6 months of 2025 are of special significance, a "sprint" period to successfully implement the Resolution of the 16th Congress of the City Party Committee, as a premise for the 17th Congress of the City Party Committee. Therefore, the City People's Council and the City People's Committee need to focus on preparing and successfully organizing Party Congresses at all levels, the 17th City Party Congress towards the 14th National Party Congress; focus on effectively operating the 2-level local government model, ensuring smoothness, effectiveness and efficiency. Along with that, strengthen training, fostering, coaching, arranging and assigning specialized cadres to the commune level, especially cadres with expertise in construction, land, science and technology and digital transformation; urgently review and arrange funding for repairing, upgrading and investing in headquarters and working conditions for communes, wards and special zones to ensure synchronization and modernity. At the same time, proactively do a good job of political and ideological work, orient public opinion, create high consensus and unity in the entire political system and people under the leadership of the Party.
The City People's Council closely coordinates with the City People's Committee to implement Resolution 226 on piloting a number of specific mechanisms and policies for city development; promptly reviewing and issuing documents under the authority and responsibility of the locality, contributing to the early implementation of Resolution No. 226.
The session also implemented the content on personnel work under the authority of the City People's Council. Accordingly, the 16th term City People's Council delegates (term 2021 - 2026) were voted to be terminated for 17 delegates who have retired and submitted applications to be terminated.
