On May 6, Dan Hoa Commune People's Committee (Hanoi) held a working conference with relevant agencies and units on the progress of site clearance (GPMB) for 3 key projects in the area.
At the conference, Mr. Nguyen Dang Toan Thang - Director of the Investment - Infrastructure Project Management Board of Dan Hoa commune - reported in detail on the site clearance progress of each project.
Regarding the project to build a bypass for Provincial Road 429 through the commune (on the basis of merging from the old Cao Duong and Xuan Duong communes), people's meetings in many villages have been completed, land acquisition notices have been issued, and current status inventory and re-examination of recovered area on land registers and site clearance maps have been organized.
The second project is to upgrade and expand National Highway 21B section passing through Vac intersection, Mr. Thang said that hundreds of square meters of land of many households are affected, including households with solid 3-4 story houses that must be cut and demolished.
The Project Management Board has completed the draft compensation and support plan with a total estimated cost of tens of billions of VND, and is continuing to develop plans for the remaining households.
The remaining project is to renovate and upgrade Provincial Road 429A, the section from Vac intersection to Uncle Ho's memorial house. The commune has organized a meeting to collect people's opinions on the first phase plan with an area of nearly 500m2 and a budget of about 5 billion VND, waiting for appraisal.

The reports also pointed out some difficulties and obstacles in the site clearance process, such as the lack of consensus from some households, especially cases related to residential land, as well as the progress of coordination between departments and divisions.
Speaking at the conclusion of the conference, Mr. Dinh Huu Binh - Chairman of Dan Hoa Commune People's Committee - emphasized that site clearance is the key stage, deciding the progress of all 3 key public investment projects.
Mr. Binh requested the Project Management Board to closely coordinate with relevant departments and agencies, especially the Economic Department, the Culture - Society Department and the Commune Police to accelerate the site clearance progress, not to let prolonged congestion occur.
According to Mr. Binh, propaganda and mobilization work must go one step ahead. For households whose land is recovered, especially difficult projects related to residential land, it is necessary to persistently explain, dialogue, and clarify compensation and support policies so that people understand and agree.
Only when there is consensus from the people can there be a clean site soon, handed over to the construction unit, and ensure the progress of the projects" - Mr. Binh said.
The Chairman of Dan Hoa Commune People's Committee also assigned the Commune Police to proactively grasp the situation and ensure security and order throughout the site clearance process; assigned the Economic Department to urgently complete land recovery procedures; assigned the Project Management Board to prepare and publicly list compensation and support plans in accordance with regulations.
The conference affirmed the determination of the commune government in promoting the progress of 3 key projects, thereby creating motivation for infrastructure development, traffic connection and promoting socio-economic development in Dan Hoa commune.
