Land reclamation of more than 6,000 households
The Lao Cai - Hanoi - Hai Phong railway construction investment project through Hai Phong city has a total length of about 89.88 km, passing through 23 communes, wards and special zones. The total land acquisition area is 624.13 hectares, involving 6,096 households.
The city's budget contributed to the Central Government includes the cost of site clearance for the main route in Dong Hai Phong and investment in the branch route to Nam Do Son port of over VND 11,000 billion.
By November 6, 9/23 communes, wards and special zones had completed the inventory of assets attached to land including: Cat Hai, Nam Do Son, Dong Hai, Hai An, Dai Son, Gia Phuc, An Quang, Binh Giang, Tu Ky. 14/23 communes and wards have basically conducted the inventory of assets attached to land including: An Quang, An Lao, An Khanh, An Hung, Kien Hai, Kien Thuy, Kien Minh, Duong Kinh, Ke Sat; Gia Loc; Tan Ky, Yet Kieu, Chi Minh, Cam Giang, Ha Dong.
To carry out site clearance for the Lao Cai - Hanoi - Hai Phong railway construction investment project through Hai Phong city, the City People's Committee assigned 14 projects with 22 resettlement areas. To date, 15 areas have been cleared and 7 areas are being cleared.
For the area preparing for the groundbreaking ceremony on December 19, 2025, the People's Committee of Gia Loc commune has completed site clearance and handed over land to the Management Board with an area of over 1.5 hectares.
Currently, the Railway Project Management Board is implementing site clearance and preparing conditions to hold a groundbreaking ceremony on December 19.

Slow site clearance progress
Regarding the progress of the stations under the project, Binh Giang station (Ke Sat commune, area of 10.5 hectares) has inventoried agricultural land. Hai Duong Nam Station (Gia Loc Commune, area of 11.5 hectares) has counted, prepared a compensation and support plan for the agricultural land area and handed over the site to the Railway Management Board. For the area of 3,762.1 m2 of residential land, the commune is currently conducting an inventory of assets and making a compensation and support plan.
Nam Hai Phong Station (Kien Thuy Commune and Kien Minh Commune, Area 51 ha) has issued a notice of land reclamation, not yet inventoried. Lach Huyen Port Station (specifically Cat Hai area, area of about 22 hectares) is water surface land that does not need compensation and support.
Dinh Vu Station (Hai An Ward, area of 5.6 hectares) has now completed the inventory of agricultural land. Nam Do Son Station (Kien Hai Commune, area of 10.5 hectares): The project management board of Kien Thuy area has not yet issued a notice of revocation due to not agreeing on the route direction.
For the road area to Hai Duong Nam Station and Hai Duong Nam Station Square, Gia Loc Commune People's Committee has completed compensation, support, ... for 185 households with agricultural land areas and handed over the site to the Railway Management Board. The remaining 26 households with residential land (area of 3,762.1 m2) in the commune are conducting an inventory of assets and making a compensation plan.
However, according to the Department of Agriculture and Environment, the project's site clearance work has not basically ensured progress. The reason is that there is no consensus on the route plan, station location, and official handover of project boundary markers, leading to localities not having a basis to approve compensation and site clearance plans.
When implementing the project, residential areas of the railway project were interspersed with previously completed projects. Typically, in Cat Hai, there is land interspersed with the Tan Vu - Lach Huyen road project; in An Khanh, An Hung, Kien Thuy communes: interspersed with the Hanoi - Hai Phong expressway car project, people have opinions suggesting to have it revoked. The City Steering Committee has directed the city's departments and the Railway Project Management Board to study and propose.
Faced with this difficulty and obstacle, the Department of Agriculture and Environment recommends that all levels, sectors, especially localities where the project passes through consider this a key task, top priority; focus on thoroughly handling bottlenecks, especially site clearance, to ensure the overall progress of the project.
