At the meeting to implement the Project and Plans to implement the Project to renovate and rebuild old apartment buildings in Hanoi on December 3, Mr. Mac Dinh Minh - Deputy Director of Hanoi Department of Construction said that the implementation of works related to renovating and rebuilding old apartment buildings in Hanoi is still slow, not ensuring the set progress. One of the reasons is due to planning.
According to the Capital's General Construction Plan and Urban Zoning Plan, some current apartment buildings are not in accordance with the planning (many old apartment building locations are planned to be green areas and parks; low architectural planning standards are 1-5 floors, current population is higher than planned population...).
Due to limitations in the number of floors of buildings and planned population, it is difficult to ensure investment efficiency and is not attractive to investors to participate in renovating and rebuilding apartment buildings.
Regarding the inspection work, some apartment buildings are no longer in their original state, households have repaired and expanded, causing difficulties in the inspection and assessment of the quality of apartment buildings; the People's Committees of districts have not yet determined the boundaries of apartment buildings.
Districts with apartment buildings have not yet assessed the technical infrastructure system for fire prevention and fighting; water supply, drainage, wastewater treatment; electricity supply, internal traffic and requirements for urban renovation and beautification, leading to difficulties in assessment and conclusion...
In addition, the projects under implementation are all behind the approved schedule because the investors have not yet agreed on compensation, support, temporary residence, and resettlement plans because the owners require too high compensation levels, the investors cannot balance financial efficiency; legal documents related to the origin of home ownership are not available, making it difficult to specifically determine the area owned by the state in the project.
The representative of the Hanoi Department of Construction proposed that the People's Committees of districts focus on completing the detailed planning work according to the direction of the Hanoi People's Committee (including determining the boundary scope of component projects to implement investment phases); for apartment buildings, carry out inspections to ensure the principles of the entire area, and evaluate technical infrastructure works according to regulations.
Focus on developing and approving compensation plans; relocating and enforcing relocation according to compensation plans; determining compensation coefficient K; developing and approving plans for renovation and reconstruction of apartment buildings for each project...
After listening to the report and recommendations of the Hanoi Department of Construction, Vice Chairman of the Hanoi People's Committee - Duong Duc Tuan, requested an overall assessment of the existing problems and limitations to propose solutions so that the Hanoi People's Committee can continue to direct and accelerate the implementation progress in the coming time. The Vice Chairman also assigned the Department of Planning and Architecture to have effective coordination methods with districts (where there are apartment buildings) to guide the planning work, completing the first phase in the first quarter of 2025 at the latest...
