Renovating and rebuilding old apartments to ensure safety for residents

Lê Thanh Phong |

In most urban areas of Vietnam, there are many old apartment buildings that are no longer safe to use, but until now there has been no suitable solution to demolish and build new apartments.

It must be affirmed that it is necessary to build new apartments, because most of them cannot be repaired. Even if we try to patch them up, it will not prolong the time and waste money.

The government sees the danger in these old apartment buildings, and the people there also know that they are living in the lurking danger of fire and explosion, and even the possibility of collapse during storms. But the government has not yet found a solution to handle this problem, and the people continue to struggle year after year.

Building new apartments is no longer as difficult as before because of the Housing Law and Decree 98 on renovation and reconstruction of apartment buildings. With legal regulations, the government has a basis to manage and operate this activity, and the rights of apartment owners as well as project investors are also established, not as vague as before.

Old apartment buildings that need to be demolished for new construction have been inspected and counted by local authorities, with full figures. The authorities must consider the renovation and reconstruction of these apartment buildings as a responsibility to protect the safety of people's lives and property.

Therefore, the government must have an implementation plan, first of all, to convince people in old apartment buildings to agree to rebuild their new homes. As for the people, they must see the benefits of rebuilding the apartment buildings, the highest benefit is safety, then living in favorable conditions, hygiene and a civilized environment.

In order for apartment building renovation and construction projects to be implemented quickly, the government must create the best conditions for businesses to invest in projects. Businesses must be supported, not made difficult for them, they must be seen as partners helping the government solve long-standing urban problems.

Of course, project investors, in addition to seeking profits, also need to consider this as a social responsibility, finding agreements that harmonize the interests of all parties to have a common voice. When residents in apartment buildings agree, everything will be very easy.

Renovating old apartment buildings not only ensures the safety of the people living in these apartments, but also reorganizes and beautifies the urban area. Dilapidated old buildings are demolished and replaced with new, modern, spacious buildings, making the streets cleaner and more civilized.
