Da Nang - The City People's Committee requested to conduct a review and requested reports to clarify the responsibilities of localities with low rabies vaccination rates before September 30th.

On September 20, Da Nang City People's Committee requested departments, agencies, branches and local authorities to focus on synchronously implementing rabies prevention and control measures in the area.

Specifically, the City People's Committee assigned the People's Committees of communes, wards, and special zones to focus on mobilizing resources to thoroughly handle outbreaks in animals and humans, resolutely preventing the emergence of new outbreaks or widespread spread. Establish working groups to inspect and urge grassroots levels, ensuring sufficient vaccines, human resources, and supplies to serve vaccination work.

Localities organize accurate reviews of the total dog and cat herd in the area. In epidemic areas and threatened areas, organize vaccination to reach 100% of the total herd subject to vaccination. On a local scale, it is necessary to manage at least 80% of households raising dogs and cats and ensure that the vaccination rate reaches at least 80% of the total herd, regularly supplement vaccinations, and do not miss pets.

Local authorities need to promote information and propaganda through radio systems and social networks (Zalo, Facebook...) about the dangerous nature of rabies. Guide exposed people to medical facilities immediately for counseling, vaccination and rabies serum according to indications.

The city recommends that people absolutely do not treat with traditional medicine or methods that do not have scientific basis; and at the same time requests households to strictly implement the confinement and chaining of dogs and cats for monitoring. Clearly propagate regulations on handling stray dogs, responsibilities of pet owners when dogs and cats scratch or bite people and related costs according to legal regulations.

The Department of Agriculture and Environment reviews and reports on the rabies vaccination rate in 2026, clarifies the responsibility of localities with low vaccination rates before September 30. At the same time, advises on building at least 12 rabies safety zones at commune and ward levels in the 2026-2027 period in areas such as Hai Chau, Thanh Khe, Son Tra, Ngu Hanh Son, Lien Chieu, Cam Le...

The Department of Health directs to strengthen supervision and consolidate vaccination points; The Department of Education and Training coordinates to guide students not to tease or arbitrarily arrest dogs and cats suspected of being sick. Relevant departments and branches, based on their functions, urgently coordinate to deploy and allocate funds to effectively implement rabies prevention and control.
