Theo Comrade Nguyen Xuan Hoan – Chairman of the Agricultural and Rural Development Trade Union of Hanoi, implementing the policy of the Hanoi Trade Union Federation on the establishment of Trade Union Bookshelves, the trade union organized a survey of enterprises with a large number of laborers, including the Hanoi Water Resources Development Investment and Development Joint Stock Company, to grasp the cultural and spiritual life situation, reading habits, and book and newspaper needs of laborers.
Based on the survey results, the trade union reviewed the positions for installing bookshelves and grasped the needs, listened to the opinions of laborers, the Standing Committee of the Agricultural and Rural Development Trade Union of Hanoi agreed to build 1 Trade Union Bookshelf at the Hanoi Water Resources Development Investment and Development Joint Stock Company and Trade Union Bookshelves at affiliated grassroots trade unions.
The Hanoi Water Resources Development Investment and Development Joint Stock Company Trade Union implemented the Trade Union Bookshelf project with a cost of 10 million dong. The funding was provided by the Hanoi Trade Union Federation.

In a discussion on the effectiveness of the Trade Union Bookshelf, Mrs. Nguyen Thi Thu Thuy – Vice Chairman of the Hanoi Trade Union Federation requested the Agricultural and Rural Development Trade Union of Hanoi and the Hanoi Water Resources Development Investment and Development Joint Stock Company Trade Union to be responsible for managing, propagating, and implementing the bookshelf to all trade union members and laborers, ensuring that they are aware of and can access the books and newspapers in a practical and effective manner. At the same time, they should encourage officials, trade union members, and laborers to contribute their favorite books to the bookshelf, making it more diverse and spreading reading culture throughout the Company.
The Vice Chairman of the Hanoi Trade Union Federation also suggested that the Trade Union of the Hanoi Water Resources Development Investment and Development Joint Stock Company divide the bookshelf into Trade Union Booklets, which can be rotated to transfer books, newspapers, and documents to various departments and workshops... to make it easier for laborers to access.
