Accordingly, the Vietnam Health Union requests grassroots trade unions to proactively deploy and organize activities to care for union members and workers on the occasion of the 2026 Binh Ngo Lunar New Year according to Plan No. 72/KH-CDYT dated October 27, 2025 of the Vietnam Health Union.
Based on item 2.2.2 of Plan No. 72/KH-CDYT, grassroots trade unions shall summarize and evaluate no more than 12% of the total number of directly affiliated union members and employees who are in difficult circumstances, have had labor accidents, suffer from occupational diseases, serious illnesses, have been hospitalized for long periods, have had serious labor accidents (traffic accidents) being treated at hospitals, have had reduced working hours, lost their jobs, owed salaries and bonuses; union members and employees belonging to policy families, ethnic minorities, who have not had the conditions to return to their hometowns for Tet for many years; union members and employees staying at units and enterprises for work, production, and business during Tet; trade union officials and union members moving far away, losing their jobs due to unit production reduction or business restructuring or being heavily affected by natural disasters, fires,... send to the Vietnam Health Union to request support for Tet care at a maximum level: 1,000,000 VND/person.
Other special cases will be decided by the Standing Committee of the Vietnam Health Union based on the implementation of Decision No. 1411/QD-TLD dated August 1, 2024 of the Presidium of the General Confederation stipulating standards and norms for spending regimes in Trade Union agencies. The maximum Tet care level is 2,000,000 VND/person/time.
In addition, the official dispatch guides: Based on point 3.4 of the plan, grassroots trade unions organize the "Trade Union Year-end Meal" of Binh Ngo Tet 2026 to ensure food safety and hygiene, and comply with regulations. The value of meals in the "Trade Union Year-end Meal" is 70,000 VND/meal from trade union financial sources and the value from business sponsorships or other socialized sources (if any, no limit on value).
Grassroots trade unions should balance revenue and expenditure sources regularly during the year and use the accumulated trade union financial resources of the unit to implement Tet care activities for union members and workers. In case there is insufficient funding to organize activities, develop a plan to propose to the superior trade union for consideration and support.
