The Ministry of Education and Training (MOET) has proposed abolishing secondary school graduation certificates to comply with the policy of organizing local government at two levels, while also in line with the goal of popularizing education and international trends.
Many parents have expressed their agreement with this proposal. They believe that the current graduation certificate is only formal and no longer in line with the orientation of educational innovation. However, if changes are implemented, the education sector needs to have a clear roadmap, transparent alternatives and ensure the rights of students.
Current high school degrees are mostly formal and no longer have much practical value. This could be a reasonable reform step, reducing administrative procedures in the education sector. Expressing her views on this issue, Dr. Vu Thu Huong - former lecturer at Hanoi National University of Education - said that high school graduates only need the principal's confirmation instead of the degree, which is reasonable, without arising with cumbersome or costly procedures.
To make this proposal truly effective, according to Dr. Vu Thu Huong, the education sector needs to have a clear roadmap, transparent regulations on the legal value of the certificate signed by the principal. At the same time, there are specific instructions for vocational schools, continuing education centers and businesses in receiving this confirmation certificate as a form of graduation replacement.
In addition, it is necessary to promote communication to parents, students and society to avoid misunderstanding the value of the certificate, while ensuring the equivalent recognition between students with degrees and students with only a certificate.

The Ministry of Education and Training explained that confirming the completion of the junior high school program does not affect the rights and obligations of learners. Currently, junior high school graduation is a mandatory criterion for students to take the 10th grade entrance exam. Last year, the Ministry removed the excellent, good, and average classification above this high school graduation certificate.
The draft also changes the high school diploma from the Director of the Department of Education and Training to the school principal. This contributes to increasing the autonomy and initiative of the school in the organization and management of educational activities; Reduce administrative procedures and costs.
