Concerns about Tet bonuses for people who just left the podium
Recently, an accountant of a high school in Bac Ninh province, Ms. N.T.C, expressed concern about ensuring the rights of colleagues. According to reflections, this unit is facing obstacles in paying bonuses for 2025 according to new regulations in Decree 73/2024/ND-CP.
The school has an employee holding the position of Principal who just received a retirement decision from December 1, 2025. Although he has retired, in the year-end ranking assessment, this person is still subject to the school's evaluation process based on 11 months of actual work in 2025.
We are very concerned whether based on the assessment table and actual working time, this Principal will receive the bonus of 2025 or not? In addition, cases of teachers taking maternity leave in the last 6 months of the year are also waiting for answers so that the unit can implement payments in accordance with regulations, avoiding causing disadvantages to teachers," Ms. C. shared.
Ministry of Finance speaks out about authority to identify subjects
Before the practical questions of the education sector, representatives of the Ministry of Finance gave specific legal responses. Accordingly, Decree No. 73/2024/ND-CP of the Government stipulating the base salary and bonus regime has clearly defined the responsibilities of state management agencies.
In Article 7 of this Decree, the Ministry of Home Affairs is assigned to preside over guiding the implementation of regulations on the base salary level for subjects receiving salaries and allowances in public agencies and public service units. Meanwhile, the Ministry of Finance plays a guiding role in determining needs, funding sources and payment methods.
Notably, to concretize these regulations, the Ministry of Finance has issued Circular No. 62/2024/TT-BTC. Clause 1, Article 2 of this Circular clearly states: The determination of the subjects of cadres, civil servants, and public employees eligible for the bonus regime must be implemented according to the guidance of the Ministry of Home Affairs and competent agencies.
Inter-sectoral coordination is needed to ensure rights
From the above legal bases, the Ministry of Finance believes that determining whether a specific individual (such as a retired principal or a maternity leave teacher) is eligible for a bonus will depend on the professional guidance of the Ministry of Home Affairs.
Therefore, educational units facing similar problems need to proactively contact or send written requests for guidance from the Ministry of Home Affairs. This is to ensure that the budget is paid to the right subjects, according to regulations, and at the same time protect the legitimate rights of teachers after a year of dedication.
The payment of bonuses according to Decree 73 is not only a financial issue but also a great source of spiritual encouragement for public employees in the education sector, especially in the context that regulations on salaries and bonuses are having many positive changes.
