On December 15, General Secretary To Lam and the National Assembly Delegation of Hanoi met with voters of 11 wards to announce the results of the 10th Session of the 15th National Assembly.
At the conference, he answered some voters' recommendations on traffic infrastructure, environment, air quality, etc. The General Secretary said that during his meetings with the Hanoi Party Committee, he asked the city to solve 4 major problems.
These issues include traffic congestion; green, clean, beautiful, civilized urban order; environmental pollution, especially water and air pollution; flooding in the inner city and suburbs.
"If we cannot solve these problems, how many more hospitals we build is not enough. Now we must focus on solving the root cause," said the General Secretary, saying that these are major bottlenecks of Hanoi, and are also the priorities that the city is focusing on solving.
Regarding traffic issues, the General Secretary raised the issue of how to solve the problem of congestion.
"Hanoi is very beautiful, very elegant, very hospitable, but people are afraid to go to Hanoi because of traffic congestion. The strangest traffic scenes in the world, no other capital has ever been so chaotic. This disease must be cured, it cannot be left like this," said the General Secretary.
The General Secretary said that the current traffic problem could become a disadvantage in development, attracting investment, and attracting tourists.
"Tourists cannot come here because they see the most dangerous thing, which is traffic accidents. People will not come to the hotel a second time because the first time a car cannot get to the hotel door, to get to the hotel, you have to walk 500m, pull your suitcase into the hotel...", the General Secretary said.
Therefore, according to the General Secretary, Hanoi needs to develop belt routes, build more bridges, especially metro lines.
"The metro has many advantages. As for the elevated railway, it is very difficult to develop, now it is the main obstacle to development. If we have to re-plan the metro, people in the city will expand it down...", the General Secretary emphasized.
Regarding the fight against environmental pollution, the General Secretary assessed that the implementation of environmental sanitation in Hanoi in recent times has been very slow, almost uncomprehensive. Currently, it is only collecting garbage in the inner city and then transporting it to the suburbs to burn, transferring pollution from the inner city to the suburbs. To completely handle this, we must use technology.
Notably, the General Secretary shared that recently, the police force investigated, detected and handled negative and corruption issues, providing inaccurate data at air monitoring stations.
"The subjects at the monitoring station collaborated with the factory to make inaccurate pollution level indicators. They have run out of money, otherwise the factories have to move to another place," said the General Secretary.

Assessing the serious problem of air pollution, the General Secretary shared: "If our children and grandchildren breathe this air, cancer cannot be avoided, lung disease cannot be avoided, not enough for many hospitals, not enough for many doctors".
Another environmental situation mentioned by the General Secretary is the problem of discharging domestic wastewater. The General Secretary suggested that in addition to collecting clean water fees, Hanoi needs to study collecting domestic wastewater fees into the environment of each household.
"Collcting money to see our responsibility in saving water, responsibility for environmental pollution issues", the General Secretary said and pledged that the Central Government, Government, and National Assembly will accompany Hanoi and provinces and cities across the country.
Regarding the issue of cybercrime, the General Secretary stated that recently, many cases have been handled very strictly, but "like salt left in the tank" because the online environment is very large and very complex. In cyberspace, there are still mixedTruth - Fake, fake information, and false information, although compared to before, it has decreased a lot.
According to the General Secretary, we must fight resolutely to build a healthy online environment. This is a complicated problem that requires the participation of the entire system, everyone must be responsible.
