Ministry of Education and Training: Teachers' salaries have not been ranked highest in 30 years
The Ministry of Education and Training has completed and sent to the Ministry of Justice for appraisal the draft Decree on salary and allowance policies for teachers, which proposes to maintain and apply the special salary coefficient for all teachers. It is expected that preschool teachers will enjoy a coefficient of 1.25; other teachers will enjoy 1.15; some specific subjects such as teaching people with disabilities, boarding schools in border areas, the National Academy of Politics and provincial political schools will be added 0.05.
The salary level implemented from 2026 is calculated as follows:
Salary level = Base salary level x Current salary coefficient x Specific salary coefficient.

Ministry of Education and Training proposes 20% preferential allowance for school staff, 15% increase for teachers
According to the assessment of the Ministry of Education and Training, the current preferential allowance level (25-70%) is not commensurate with the nature of work, pressure and professional responsibility of teachers; at the same time, there are still many inadequacies in criteria, subjects and application methods between localities.

The draft proposes to increase preferential allowances for preschool and general education teachers by 15% compared to the current level; university preparatory teachers increase from 50% to 85%; supplement the 20% allowance level for school staff. The subjects of application are expanded to all civil servants and employees in public educational institutions, regardless of recruitment forms, including people in probation and trial jobs, in order to unify policies and ensure income for the education team.
Regarding resources, the Ministry of Education and Training estimates that the cost incurred is about 1,447 billion VND/month for preschool and general education teachers; 515 million VND/month for university preparatory teachers; and 158 billion VND/month for school staff. The proposal to increase employee allowances to 30% has not been approved due to budget constraints.
