Accordingly, the City People's Council agreed on the plan to establish and reorganize specialized agencies and administrative organizations under the Hanoi People's Committee in Submission No. 40/TTr-UBND dated February 2025 of the Hanoi People's Committee.
Unify the establishment and reorganization of 8 specialized agencies and administrative organizations under the Hanoi People's Committee as follows:
Establish the Department of Finance on the basis of merging the Department of Planning and Investment and the Department of Finance
The Department of Finance is a specialized agency under the Hanoi People's Committee, performing the function of advising and assisting the City People's Committee in state management of: Strategy and plan for socio-economic development; planning; investment (domestic investment, foreign investment in the locality); finance; state budget; loans and repayment of debts of local governments (domestically and abroad); foreign aid to Vietnam and Vietnam's aid to foreign countries; taxes, fees, charges and other revenues of the state budget; public assets; state financial funds outside the budget; independent accounting and auditing; prices and financial services in the locality according to the provisions of law; bidding; enterprises, collective economy, and cooperative economy.
Establish the Department of Agriculture and Environment on the basis of merging the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment
The Department of Agriculture and Environment is a specialized agency under the Hanoi People's Committee, performing the function of advising and assisting the City People's Committee in state management of: Agriculture; forestry; fishery; aquaculture; irrigation; natural disaster prevention and control; rural development; land; water resources; mineral and geological resources; environment; hydrometeorology; climate change; measurement and maping according to the provisions of law.
Establish the Department of Science and Technology on the basis of merging the Department of Information and Communications and the Department of Science and Technology
The Department of Science and Technology is a specialized agency under the City People's Committee, advising and assisting the City People's Committee in state management of: Science and technology; developing scientific and technological potential; standards, measurements, quality; intellectual property; applying radiation and radioactive synchronization, radiation and nuclear safety; post; telecommunications; radio frequency; information technology industry, digital technology industry; application of information technology (excluding information security, network security); electronic transactions; digital economy, digital society and digital transformation; information and communication infrastructure.
Establish the Department of Home Affairs on the basis of merging the Department of Home Affairs and the Department of Labor - Invalids and Social Affairs
The Department of Home Affairs is a specialized agency under the Hanoi People's Committee, performing the function of advising and assisting the City People's Committee in state management of: Administrative organizations, state affairs; local governments, administrative unit boundaries; cadres, civil servants, public employees and public services; administrative reform; associations, non-governmental organizations; emulation and rewards; civil servants, state archives; youth; labor, wages; employment; social insurance; occupational safety and hygiene, meritorious people; gender equality.
Establish the Department of Construction on the basis of merging the Department of Construction and the Department of Transport
The Department of Construction is a specialized agency under the Hanoi People's Committee, performing the function of advising and assisting the City People's Committee in state management of: Construction investment activities; urban development; urban and rural technical infrastructure (including: clean water supply (except for clean water in rural areas); drainage and wastewater treatment (except for on-site wastewater treatment; drainage for agricultural production, salt production); urban parks and trees; urban lighting; cemeteries (except for martyrs' cemeteries) and crematoriums; urban transport infrastructure; underground construction space management; general management of urban technical infrastructure and rural residential areas); housing; real estate market; construction materials, railway transportation, railway transportation, local road construction, land use rights collection, land use rights collection (except for vehicle registration, underwater inspection).
Establish the Department of Ethnic Minorities and Religions on the basis that the Ethnic Minorities Committee receives the functions, tasks and organizes the state management advisory apparatus on beliefs and religions from the Department of Home Affairs
The Department of Ethnic Minorities and Religions is a specialized agency under the City People's Committee, performing the function of advising and assisting the City People's Committee in state management of ethnic groups, beliefs and religions.
Reorganize the People's Committee Office on the basis of merging the Department of Foreign Affairs into the City People's Committee Office
The Hanoi People's Committee Office is a specialized agency under the Hanoi People's Committee, performing the function of advising and assisting the City People's Committee on: Programs and work plans of the People's Committee and Chairman of the City People's Committee; controlling administrative procedures; organizing the implementation of the one-stop, one-stop mechanism in handling administrative procedures under the authority of the locality; organizing, managing and publishing official information on the activities of the People's Committee and Chairman of the City People's Committee; the Electronic Information Portal unit, connecting the electronic administrative information system to serve the leadership and direction of the People's Committee and Chairman of the City People's Committee; managing announcements and serving the general activities of the People's Committee; assisting the Chairman of the People's Committee and Vice Chairmen of the City People's Committee to perform tasks and powers under the authority of the State; managing foreign affairs (including foreign affairs management at the City People's Committee); managing internal affairs of the City People's Committee's Committees.
Establish the Management Board of the High-Tech Park and Industrial Park on the basis of merging the Hoa Lac High-Tech Park Management Board and the Hanoi Industrial and Export Processing Zones Management Board
The Management Board of Hanoi High-Tech Parks and Industrial Parks is an administrative organization under the Hanoi People's Committee, performing the function of direct state management of high-tech parks and industrial parks in Hanoi and other tasks and powers as prescribed by law.
