According to Mr. Doan Duc Thanh's reflection, currently, many higher education institutions with master's degree training are collecting fees for extending the thesis implementation time for students who need to extend the completion time due to objective reasons.
In fact, this extension is mainly aimed at creating more time for students to complete and defend their dissertations, without generating additional teaching, re-learning activities or corresponding training costs from the school.
However, the fee for renewal at some schools is regulated very high, even equivalent to the tuition fee for the entire renewal period, causing a large financial burden for learners. The fee level between training institutions currently also has a significant difference due to the lack of unified principles, criteria or guidance framework, leading to a lack of publicity and transparency.
From the above situation, Mr. Thanh proposed that functional agencies should study and issue regulations or specific guidelines on the principle of determining the collection level for this extension fee, ensuring it is consistent with the actual incurred costs and harmonizes the interests between schools and students.

The Ministry of Education and Training would like to acknowledge the opinions of citizens. Currently, the Ministry of Education and Training is coordinating with relevant ministries and sectors to amend and supplement a number of articles of Decree No. 238/2025/ND-CP dated September 3, 2025 of the Government stipulating tuition fees policies, exemptions, reductions, tuition fee support, learning cost support and service prices in the field of education and training.
In the process of amendment and supplementation, the Ministry of Education and Training will study and report to competent authorities to consider the content of citizens' reflections mentioned above in order to overcome limitations and inadequacies and ensure the rights of learners.
