The Ministry of Education and Training has just announced the draft Circular promulgating the Regulation on enrollment in vocational education to collect comments.
Regarding the scope of regulation and subjects of application, the draft Circular states that this regulation stipulates the enrollment of all levels of education and training levels in vocational education.
This regulation applies to vocational education institutions, institutions participating in vocational education activities (hereinafter referred to as vocational education institutions) and relevant agencies, organizations, and individuals as prescribed. This regulation does not apply to preschool education training institutions and does not apply to subjects enrolled in joint training programs with foreign countries, studying abroad.
Regarding the composition and tasks, powers of the admissions council, Article 8 of the draft Circular clearly states:
1. The head of the vocational education institution issues a decision to establish the Admissions Council.
2. Members of the Admissions Council include:
the head or deputy head of the head of a vocational education institution in charge of enrollment activities;
b) Vice Chairman: Deputy head of the head of the vocational education institution, Head of the training department or person in charge of the enrollment department of the vocational education institution;
c) Standing Committee Member: Head of Department or Deputy Head of Training Department, head or deputy head of unit in charge of enrollment;
d) Members: Some heads or deputy heads of departments, faculties, departments; teachers, lecturers and information technology staff decided by the head of the vocational education institution.
3. Responsibilities and powers of the Admissions Council:
a) Organize the implementation of the selected enrollment plans;
b) Resolving questions and complaints, denunciations related to enrollment work;
c) Collecting and using enrollment fees according to regulations;
d) Summarizing enrollment work; deciding on commendation and discipline according to regulations;
d) Organize the implementation of the school's and Ministry's enrollment software (if any); report enrollment results according to regulations.
4. Responsibilities and powers of the Chairman of the Admissions Council:
a) Organize the implementation and be responsible for enrollment work;
b) Establish working committees for the Admissions Council, including:
- Secretariat, Review Board, Exam Question Board, Exam Supervision Board, Exam Grading Board, depending on the admission method of each vocational education institution;
- Other committees (if any) are regulated by the Chairman of the Admissions Council based on the opinions of the members of the Admissions Council. The structure, number, composition, functions, tasks, and powers of the advisory committees of the Admissions Council are regulated by the Chairman of the Admissions Council based on the opinions of the members of the Admissions Council. Professional committees perform tasks according to the regulations in the admission regulations issued by the head of the vocational education institution.
c) Perform reporting work according to regulations.
5. Responsibilities and powers of the Vice Chairman of the Admissions Council:
Perform tasks assigned by the Chairman of the Admissions Council and resolve work on behalf of the Chairman of the Admissions Council when authorized by the Chairman of the Admissions Council.
