The Hanoi Department of Education and Training has just sent a "Citeda of opinions to cadres, teachers and parents of students of public preschools and general education institutions (excluding high-quality public educational institutions) of Hanoi city from the 2025 - 2026 school year" to units to implement the collection of comments for the draft Resolution regulating the list of revenues and collection levels, collection and expenditure management mechanisms for services serving and supporting educational and training activities for public preschools and general education institutions (excluding high-quality public educational institutions) of Hanoi city from the 2025 - 2026 school year.
Number of comments that need to be consulted with the People's Committees of wards and communes:
- Number of educational institutions that are allowed to collect comments: at least 50% of public educational institutions.
- Number of parents and staff and teachers who are allowed to give comments: minimum/each educational institution is 10% of the total number of parents and teachers, 10% of the total number of staff and teachers.
Number of comments that need to be consulted for public educational institutions under the Department of Education and Training:

Time to submit the report: Synthesize comments and comments to the Department of Education and Training ( Planning - Finance Department) before October 30, 2025.
Regarding the draft Resolution, the subjects of application include:
- Preschool children and primary school students studying at public preschools and general education institutions (excluding high-quality public educational institutions); students studying at vocational education institutions - continuing education under the general education program of Hanoi city;
- Public preschools and general education institutions (excluding high-quality public education institutions); vocational education - continuing education institutions of Hanoi city.
- Other relevant agencies, organizations and individuals.
Compared to current regulations, the new draft Resolution will have overtime care and supervision services for students, including supervision before and after school (excluding meals).
Specifically, Hanoi plans to allow primary and secondary schools to organize after-hours childcare (including before and after school) with a maximum fee of VND 12,000/60 minutes.
Other fees remain at the ceiling, including: VND 235,000/month for boarding care; VND 133,000/month for boarding equipment; VND 16,000/month for drinking water; and VND 10,000/km for school bus services.

In addition, according to the draft Resolution, Hanoi will eliminate 2 services including two sessions/day in secondary school and educational activities outside of regular school hours, and knowledge of cultural subjects.
At the same time, secondary and high schools with qualified facilities must organize two sessions/day according to Directive 17 of the Government.
The only remaining service in the group outside of regular school hours is life skills education directly implemented by the school, with an expected fee of VND 15,000/ teaching hour.
