The Ministry of Education and Training (MOET) has announced a draft Circular regulating the Vocational Standards of Preschool Teachers to collect comments.
This Circular stipulates the professional standards of preschool teachers according to each title, including: Duties; standards on professional ethics; standards on training and fostering qualifications; standards on professional competence and skills.
In particular, Article 4 of the draft Circular stipulates standards on professional ethics for preschool teachers.
Article 4. Standards on professional ethics:
1. Comply with the Party's guidelines and regulations, the State's policies and laws, and regulations of the industry and localities.
2. Regularly cultivate ethics, uphold the sense of responsibility, preserve the qualities, honor and prestige of teachers; be exemplary to children.
3. Love your profession, love children; know how to manage emotions; treat children fairly and respectfully; protect children's legitimate rights and interests; unite and help colleagues.
4. Strictly implement regulations on general responsibilities and obligations of civil servants and regulations of the Ministry of Education and Training on teacher ethics.
In addition, the standards on training and fostering qualifications for senior preschool teachers are clearly regulated in Clause 1, Article 7 of the draft Circular. Specifically as follows:
1. Standards on training and fostering qualifications:
- Have a bachelor's degree in preschool education or higher; or have a graduation certificate from a college of preschool education or higher and a bachelor's degree in education management;
- Have a certificate of training in preschool vocational education.
