The Ministry of Education and Training is seeking opinions on the draft Circular regulating codes, appointments and salary classification for teachers teaching in public educational institutions.
In particular, Article 13 of the draft Circular stipulates the appointment and salary arrangement for lecturers of the Pedagogical College. Specifically as follows:
1. Officials who are teaching at public pedagogical colleges that meet the standards of professional ethics and training and fostering qualifications prescribed in the Vocational standards for pedagogical colleges are appointed to the corresponding professional title according to the provisions of Clause 9, Article 2 of this Circular as follows:
a) Appointment to the professional title of lecturer of a pedagogical college - Code V.07.07.22 for lecturers of a pedagogical college (grade III) - Code V.07.07.0822;
b) Appointment to the professional title of lecturer of a major pedagogical college - Code V.07.07.21 for lecturers of a major pedagogical college (grade II) - Code V.07.07.07.21;
c) Appointment to the professional title of lecturer of a senior pedagogical college - Code V.07.07.20 for lecturers of a senior pedagogical college (grade I) - Code V.07.07.07.20.
2. The professional titles of teaching staff specified in this Circular are applied to the Professional and Technical Salary Table for cadres and civil servants in State public service units ( Table 3) issued with Decree No. 204/2004/ND-CP, specifically as follows:
a) Vocational title of lecturer of a pedagogical college - Code: V.07.07.22 is applied to the salary coefficient of type A1 civil servants, from salary coefficient 2.34 to salary coefficient 4.98;
b) The professional title of lecturer of a major pedagogical college - Code: V.07.07.21 is applied to the salary coefficient of civil servants of type A2, group 1 (A2.1) from salary coefficient 4.40 to salary coefficient 6.78;
c) The professional title of lecturer of a senior pedagogical college - Code: V.07.07.20 applies the salary coefficient of civil servants of type A3, group 1 (A3.1) from salary coefficient 6.20 to salary coefficient 8.00.
In addition, the Ministry of Education and Training is drafting a Draft Decree regulating salary policies, allowances, support and attraction policies for teachers.
In particular, Article 4 of the Draft Decree stipulates the salary coefficient and specific salary coefficient for teachers. Teachers are paid according to the administrative career salary scale and are entitled to additional special salary coefficients corresponding to the position as follows:
