There are 3 time frames for the end of the non-professional cadres' activities at the commune level from July 1, 2025, from August 1, 2025 and before May 31, 2026.

Official Dispatch 03/CV-BCD in 2025 clearly states: End the use of non-professional workers at the current commune level from August 1, 2025.

In Conclusion 163-KL/TW in 2025 of the Politburo, the Secretariat stipulates: study a roadmap to extend the use of part-time workers in accordance with the time of rearrangement of villages and residential groups (before May 31, 2026).

Most recently, Official Dispatch 12/CV-BCD in 2025 dated June 20, 2025 clearly stated:

Localities shall base on the practical situation and requirements for implementing the tasks of the political system at the new commune level to temporarily extend the employment of non-professional workers at the commune level until before May 31, 2026. If necessary, the People's Committee at the commune level can arrange and assign them to the title of non-professional workers in villages and residential groups.

In case a non-professional worker at the commune level wishes to retire immediately from the implementation of the 2-level local government model, he/she will enjoy the regime and policies according to the provisions of Decree No. 154/2025/ND-CP.

According to Resolution 202/2025/QH15, local governments in provinces and cities formed after the reorganization will officially operate from July 1, 2025.

Thus, the 3 time frames for ending the activities of non-professional cadres at the commune level from July 1, 2025, from August 1, 2025 and before May 31, 2026 are understood:

- From July 1, 2025: Determined based on the wishes of non-professional staff. Accordingly, if a non-professional cadre at the commune level wishes to retire immediately from July 1, 2025, he/she will enjoy the regime and policies according to the provisions of Decree 154/2025/ND-CP.

- From August 1, 2025: Previously, it was directed to end the use of non-professional workers at the current commune level from August 1, 2025. However, according to the latest instructions:

- Before May 31, 2026: temporarily extend the employment of non-professional workers at the commune level until May 31, 2026.
