In Decision No. 758-QD/TTg, the Government assigned the Ministry of Home Affairs to assume the prime responsibility for, coordinate with the relevant ministries and branches to formulate documents of the Government, in which research, determine the roadmap, guide the arrangement and reorganization of the villages and residential groups in the direction of streamlining, improving the self-management and directly serving the lives of the community of the community in the grassroots level. The time for performing this task is completed before May 31, 2026.
In addition, the official dispatch of the Government Steering Committee on the arrangement of administrative units at all levels and the development of a model of organizing local government at both levels also aims to continue to identify villages and residential groups as self-managed organizations of the community, not administrative levels. In the immediate future, the existing villages and residential groups will be kept intact.
After completing the arrangement of administrative units at all levels, the Government will assign the Ministry of Home Affairs to study and guide under the direction of the competent authorities on the arrangement and reorganization of the villages and residential groups in a streamlined direction, directly serving the lives of the community in the area.
By the end of 2021, the whole country had 90,508 villages and residential groups. Of which, there are 69,580 villages and 20,928 residential groups.
According to Decree 33/2023/ND-CP, part-time workers in villages and residential groups with no more than 3 positions (including Party cell secretary, village chief or residential group leader, head of the Front Working Committee) are entitled to monthly allowances.
Circular 07/2024/TT-BNV stipulates that for non-professional workers at the commune level, in villages and residential groups, the allowance fund is contracted by the State budget for each commune level, each village and residential group as prescribed in Decree 33/2023/ND-CP. Currently, this allowance is calculated according to the basic salary of 2.34 million VND/month, according to the provisions of Decree 73/2024/ND-CP.
