Pursuant to Clause 2, Article 1 of Decree 67/2025/ND-CP amending and supplementing Article 2 of Decree 178/2024/ND-CP, all beneficiaries of the regime under Decree 178 when streamlining the apparatus are:

Part-time commune-level cadres are not subject to Decree 178/2024/ND-CP, so they are not entitled to the regime in Decree 178/2024/ND-CP.

Pursuant to Clause 4, Clause 5, Article 2 of Decree 154/2025/ND-CP, the beneficiaries of the regime are non-professional cadres at the commune level as follows:

Part-time workers at the commune level will retire immediately from the implementation of the 2-level local government model according to the provisions of the Law on Organization of Local Government 2025.

Non-professional workers in villages and residential groups who are redundant due to the arrangement of villages and residential groups will retire immediately after the decision on arrangement is issued by the competent authority.

Thus, non-professional commune-level cadres who quit their jobs and are one of the two subjects mentioned above will enjoy the policy according to Decree 154.
