Pursuant to Clause 6, Article 9 of Decree 33/2023/ND-CP stipulating the duties of each commune-level cadre position, the 4 duties of the Vice Chairman of the Commune People's Committee after the merger of communes include:
(1) Directly direct the fields and working areas assigned by the Chairman of the People's Committee of the commune level; proactively develop programs and plans to implement work according to the fields and areas; Using the rights of the Chairman of the People's Committee of the commune when settling the tasks and signing documents when authorized by the Chairman of the People's Committee of the commune.
(2) Personal responsibility before the Chairman of the People's Committee of the commune for the assigned field and on its direction and administration decisions; Together with the Chairman of the People's Committee of the commune and the members of the People's Committee of the commune level are responsible for the entire activities of the commune -level People's Committee before the Party Committee, the People's Council of the commune and the People's Committee, the Chairman of the People's Committee of the superior.
For issues beyond the scope of authority, the Vice Chairman of the Commune People's Committee must report to the Chairman of the Commune People's Committee for consideration and decision.
(3) When resolving work, if there are issues related to the scope and responsibility for resolving work of another Vice Chairman of the People's Committee, proactively discuss and coordinate to agree on a solution; if there are still different opinions, report to the Chairman of the People's Committee at the commune level for consideration and decision.
(4) Other tasks as prescribed by the Party, relevant laws, competent authorities managing cadres and as assigned by the Chairman of the People's Committee at the commune level.
