Submit to the Government to issue a Decree regulating the number of Vice Chairmen of the People's Committees (UBND) and the process and procedures for election, resignation, dismissal, transfer, and removal of members of the People's Committee, and delegation of authority to Chairmen of People's Committees at all levels.

Submit to the Government to issue a Decree regulating the organization of specialized agencies under the People's Committees of wards, communes, and special zones; job positions associated with the payroll of each specialized agency under the People's Committees of wards, communes, and special zones.

Submit to the Government to issue a Decree amending and supplementing the leadership position allowance table in state agencies and state public service units.

Issue a circular guiding regional allowances, attraction allowances for cadres, civil servants, public employees and armed forces; the area applies the minimum wage to employees in the enterprise sector.

The above tasks are required by the Government to be completed before June 30, 2025.
