With the spirit of allowing beneficiaries to receive their money as soon as possible from the beginning of the month, from August 1, the Social Insurance Agency (BHXH) has directly implemented the transfer of pension and social insurance benefits through individual bank accounts for beneficiaries at 43 provinces and cities from the beginning of August, and from September 1, this direct transfer method will be implemented at the remaining 20 provinces.
During the initial transition period, there were some issues with system connectivity between the Social Insurance Agency and banks (including the bank where the Social Insurance Agency has an account and the bank where the beneficiary has an account). Therefore, a part of the beneficiaries have not received their benefits according to the announced payment schedule.
Currently, the Social Insurance Agency and relevant units are actively and intensively coordinating to handle the situation to ensure that beneficiaries receive their benefits as soon as possible. The Social Insurance Agency respectfully requests beneficiaries to understand and share the difficulties of the sector during the transition to the direct payment method.
In the event that beneficiaries have incorrectly registered their bank account information, leading to non-receipt of their August 2024 benefits; beneficiaries are requested to immediately submit a notification of change of beneficiary information in the form of 2-CBH to re-register their bank account information with the Social Insurance Agency, so that the Social Insurance Agency can transfer the benefits to their individual bank accounts as soon as possible, ensuring the rights of the beneficiaries.
Beneficiaries can download the 02-CBH form at: 02-CBH.pdf (baohiemxahoi.gov.vn); fill in the information and choose to submit the application in one of the following three forms:
Through electronic transactions: beneficiaries register to receive a verification code and submit the electronic application to the Social Insurance Agency's Public Service Portal or through the I-VAN Organization (if they have registered to use the I-VAN service);
In the case where the application is not converted to electronic format, beneficiaries are requested to submit the paper application to the Social Insurance Agency via postal services; submit the application via postal services;
Submit directly to the reception unit of the Social Insurance Agency at the provincial or district level or at the payment points of the postal service.
Earlier, from July 2024, the Social Insurance Agency implemented the payment of pensions and social insurance benefits with the new benefit level according to the Government's Decree No. 75/2024/NĐ-CP on adjusting pensions, social insurance benefits, and monthly allowances, despite the large workload and time pressure, the Social Insurance Agency of Vietnam has focused on ensuring sufficient financial resources, human resources, and information technology infrastructure to implement the payment on time and in full, ensuring the rights of beneficiaries from July 1, 2024 (including those receiving cash and those receiving payments through individual bank accounts).
Currently, there are nearly 3.4 million people receiving pensions and social insurance benefits monthly nationwide. In accordance with the Government's and Prime Minister's policies, the Social Insurance Agency of Vietnam has actively promoted and disseminated the advantages and conveniences of receiving benefits through individual bank accounts, with the spirit of encouraging participants and beneficiaries to voluntarily participate. To date, in urban areas, approximately 74% of beneficiaries have received their social insurance benefits and unemployment benefits through individual bank accounts (an increase of approximately 10% from 2023).
