Voters in Binh Duong province have just reported that the drainage system along the railway section through Di An ward, Di An city, Binh Duong province often floods during the rainy season, affecting people's lives.
In Official Dispatch No. 695/BGTVT-KCHT dated January 19, 2023 of the Ministry of Transport (MOT) on resolving and responding to voters' petitions, the Ministry of Transport said that it would assign the Vietnam Railway Authority and the Vietnam Railway Corporation to invest in the project: "Renovation and repair of railway from Km0+00 - Km1+500, railway line to Di An railway factory" in the national railway infrastructure maintenance plan in 2023. However, it has not been implemented yet.
Voters requested the Ministry of Transport to direct the Vietnam Railway Authority and Vietnam Railway Corporation to urgently implement the above project.
Responding to this issue on September 20, the Ministry of Transport said that the project: "Renovation and repair of railway from Km0+00 - Km1+500, railway line to Di An railway factory" is on the list of projects preparing for investment in the national railway infrastructure maintenance plan in 2023 approved by the Ministry of Transport to be transferred to prepare for investment in 2024.
After the 2023 railway infrastructure maintenance plan was approved by the Ministry of Transport, the Vietnam Railway Authority and Vietnam Railway Corporation organized investment preparation work.
However, in the process of preparing the feasibility study report for construction investment, the design solution had to be researched and adjusted many times, so it could not be implemented in 2023, for the following reasons:
The railway route and traffic safety corridor on the route have many sections being encroached upon, with residents living along both sides of the railway (many locations have concrete poured right up to the edge of the rail).
Adjust the scope of the project because the scope of the final section of the route overlaps with the scope of the Di An railway material station area.
During the process of appraising and approving the feasibility study report for construction investment, to ensure investment efficiency and avoid waste, the Vietnam Railway Authority and Vietnam Railway Corporation are studying the option of using old usable rails recovered from the national railway maintenance inventory to replace the damaged existing rails on branch lines and stations with low train speeds.
After receiving the petition from voters of Binh Duong province, the Ministry of Transport issued a document directing the Vietnam Railway Authority and Vietnam Railway Corporation to coordinate with local authorities to urgently implement the Project.
According to the report of Vietnam Railway Authority, up to now, the feasibility study report for investment in construction of the above project has been appraised and approved.
The project is expected to complete the investment preparation phase in 2024 and begin construction in 2025.
In order to soon implement the investment project according to the national railway infrastructure maintenance plan, the Ministry of Transport proposed that the National Assembly Delegation of Binh Duong province coordinate and consult with the People's Committee of Binh Duong province to direct local authorities to clear the encroachment of the railway traffic safety corridor on the route to build a drainage system along both sides of the railway through Di An ward, Di An city, Binh Duong province; coordinate with the Vietnam Railway Authority, Vietnam Railway Corporation in the process of implementing the above project and organize propaganda and mobilize local people not to encroach on the railway protection corridor in the Di An station area, Binh Duong province, on the Hanoi - Ho Chi Minh City railway line.
