According to the updated bulletin of the National Hydro-Meteorological Forecasting Center, early on September 19, storm No. 4 formed from a tropical depression and is moving into the Central Central and North Central regions. The center of the storm is 210km from Da Nang and 260km from Quang Tri to the East. The strongest wind near the center of the storm is level 8, gusting to level 10. The storm is moving west at a speed of 20km/h, capable of causing widespread heavy rain from 100 - 300mm, locally up to 500mm.
Provinces from Quang Binh to Quang Nam will be most severely affected, including strong gusts of wind, heavy rain and a high risk of flash floods and landslides in mountainous areas.
To be proactive and flexible in responding to storms, ensuring absolute safety for students, teachers and staff in the education sector, on September 19, the Minister of Education and Training (GDDT) requested the Directors of the Department of Education and Training of the provinces and cities of Quang Ninh, Hai Phong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa to urgently carry out the following tasks:
Closely monitor the storm's developments; be on duty 24/7; regularly update information from authorities, rescue forces and local authorities to have timely response plans.
Develop a plan to move assets, machinery, equipment, and furniture to a safe place, ensuring that they are not damaged or broken. Ensure that schools and educational institutions do not organize extracurricular activities in coastal areas and areas at risk of being affected by storms.
Consider cancelling school when necessary, especially in areas vulnerable to storms. Ensure that information about school schedules and student safety is fully communicated to parents.
Immediately after the storm, organize cleaning of schools, repair damage to facilities, ensure safety and hygiene before welcoming students back to school.
Continuously update information, summarize damage and develop a plan to report to the Provincial People's Committee for remediation, and at the same time report to the Ministry of Education and Training.
