Pursuant to Article 6 of Decree 204/2004/ND-CP, amended by Clause 1 and Clause 2, Article 1 of Decree 76/2009/ND-CP), there are currently 5 types of special allowances according to occupation or work as follows:
Seniority allowance:
- Applicable to officers and professional soldiers of the People's Army, officers and non-commissioned officers receiving salaries from the People's Public Security, people working in cryptography in key organizations and officers and civil servants whose salaries have been arranged according to the professional ranks or titles: customs, court, prosecutor, auditor, inspector, civil and forestry enforcement.
- The allowance level is as follows:
+ After 5 years (fully 60 months) in the army or working continuously in key sectors, customs, courts, prosecutors, auditors, inspectors, and enforcement of civil and forestry judgments, they will receive seniority allowances equal to 5% of their current salary plus leadership position allowances and seniority allowances exceeding the framework (if any);
+ From the sixth year onwards, each year is calculated with an additional 1%.
Preferential allowances according to profession:
- Applicable to cadres, civil servants, and public employees working in occupations or jobs with higher than normal working conditions, with preferential policies of the State that have not been determined in the salary level.
- The allowances include 10 levels: 5%, 10%, 15%, 20%, 25%, 30%, 35%, 40%, 45% and 50% of current salary plus leadership position allowances and seniority allowances exceeding the framework (if any).
Responsibility allowance according to profession:
- Applicable to positions with salary classification according to professional and technical salary tables and salary tables for positions under the Court, Procuracy, Inspectorate and some judicial positions.
- The allowance includes 5 levels: 10%; 15%; 20%, 25% and 30% of current salary plus leadership position allowance and seniority allowance exceeding the framework (if any).
- Subjects entitled to the responsibility allowance regime according to the profession specified in this point will not enjoy the preferential allowance regime according to the profession specified in Section (8.2).
Job responsibility allowance:
- People working in key organizations are entitled to allowances for job responsibility in protecting cryptographic muscles.
The allowance includes 3 levels: 0.1; 0.2 and 0.3 compared to the general minimum wage.
- Those who do jobs that require high responsibility or undertake management work that is not a leadership position (elected, appointed) are entitled to work responsibility allowance.
The allowance includes 4 levels: 0.1; 0.2; 0.3 and 0.5 compared to the general minimum wage.
Allowances for national defense and security:
- Applicable to subjects not subject to salary classification according to Group 6 and Group 7 working in agencies and units of the armed forces and cryptography.
- The allowance includes 2 levels: 30% and 50% of current salary plus leadership position allowance and seniority allowance exceeding the framework (if any).
Currently, the general minimum wage is the basic salary.
