Thanks to that, thousands of Hanoians have been granted free health insurance cards, supported with voluntary social insurance (SI) contributions. In particular, Hanoi will support an additional 30% of the health insurance contribution for people in near-poor households in addition to the central support level according to Resolution No. 09/2017/NQ-HDND of the City People's Council. In the first 7 months of 2025, Hanoi has supported 21,427 people participating in health insurance with an amount of 4.7 billion VND.
Along with that, Hanoi City has provided additional social insurance support for voluntary social insurance participants according to Resolution No. 03/2022/NQ-HDND of the City People's Council. In the first 7 months of 2025, Hanoi City has supported 117,641 people with an amount of 27.3 billion VND.
At the same time, Hanoi City supports 100% of the health insurance contribution rate under the household category for poor household members recognized as having escaped poverty while also being near-poor; members of near-poor households recognized as having escaped near-poor. In the first 7 months of 2025, Hanoi City has supported 44,089 people with 32.5 billion VND.
Implementing Resolution No. 13/2023/NQ-HDND of the Hanoi People's Council, 108,885 people have been supported with an amount of 74.7 billion VND. Of which, 92,430 elderly people from 70 to under 80 years old with an amount of 68.1 billion VND; 3,777 people with mild disabilities with an amount of 2.8 billion VND; 1,872 HSSVs in difficult circumstances with an amount of 1.4 billion VND and 10,806 people from households working in agriculture, forestry and fishery with an average living standard of 2.4 billion VND.
Implementing Resolution No. 12/2024/NQ-HDND of the Hanoi People's Council, supporting the cost of voluntary social insurance and health insurance contributions for part-time commune police deployed in villages to participate in ensuring security and order at the grassroots level, in the first 7 months of 2025, Hanoi supported health insurance contributions for 5,419 people with an amount of 2 billion VND and supported voluntary social insurance contributions for 10,180 people with an amount of 16.6 billion VND.
