The Ho Chi Minh City People's Committee has just issued a document to implement Resolution No. 24/2025/NQ-HDND dated August 28, 2025 of the Ho Chi Minh City People's Council on the policy of supporting house rental for cadres, civil servants, public employees and workers in the city affected by the arrangement of provincial administrative units.
The policy applies to cadres, civil servants, public employees, and workers of agencies of the Party, State, the Vietnam Fatherland Front, political organizations, socio-political organizations, and public service units managed by Ho Chi Minh City.
In addition, the policy also applies to full-time National Assembly deputies of the Ho Chi Minh City National Assembly Delegation, along with civil servants and employees working at central agencies located in the city such as: Ho Chi Minh City Department of Foreign Affairs, Ho Chi Minh City Statistics Office, Ho Chi Minh City People's Court, Ho Chi Minh City People's Procuracy, Ho Chi Minh City Tax Department, Customs Branch of Region II, State Treasury Region II, State Bank of Region II, Ho Chi Minh City Social Insurance, Ho Chi Minh City Civil Judgment Enforcement Department.
Workers will enjoy the policy of rental support when the competent authority mobilizes, assigns, and arranges full-time work locations with changes in areas between Binh Duong, Ba Ria - Vung Tau and Ho Chi Minh City (before the arrangement), and has not yet arranged official housing.
The support level is 10.4 million VND/person/month for cadres, civil servants, and public employees with a position allowance coefficient of 0.9 or higher.
8 million VND/person/month for cadres, civil servants, and public employees with a position allowance coefficient of 0.7 to under 0.9.
4.8 million VND/person/month for cadres, civil servants, and public employees with a position allowance coefficient of less than 0.7 or without an allowance coefficient and employees.
The support policy is effective from July 1, 2025 to June 30, 2027.
According to the Ho Chi Minh City People's Committee, after the merger of provinces, the total demand for housing arrangement is 1,410 cases, including 173 cases holding positions with a coefficient of 0.7 or higher. However, the actual need for support for rental funding is currently 1,111 cases.
Due to the lack of existing public housing funds, while the construction, purchase of new houses or conversion of functions from the resettlement housing fund takes a lot of time, supporting housing rental is a necessary and timely solution.
The Ho Chi Minh City People's Committee affirmed that this policy is of great significance, helping cadres, civil servants, public employees and workers feel secure in their work, while ensuring the smooth operation of agencies and units after the arrangement of provincial and commune-level administrative units.
