On September 16, the Hanoi Labor Federation organized a conference to review the work of developing union members and establishing grassroots trade unions in September 2026.
Presiding over the Conference were Mr. Nguyen Van Thang - Member of the Standing Committee of the Vietnam General Confederation of Labor, Chairman of the Hanoi Labor Federation; Le Dinh Hung - Member of the Executive Committee of the Vietnam General Confederation of Labor, Standing Vice Chairman of the Hanoi Labor Federation; Do Trong Nam - Vice Chairman of the Hanoi Labor Federation.
Reporting at the Conference, Mr. Do Trong Nam - Vice Chairman of the Hanoi Labor Federation said that identifying the development of union members and the establishment of grassroots trade unions as one of the key tasks of 2026, especially during Workers' Month, the City Labor Federation has proactively developed plans and assigned specific targets to each unit.
To ensure that the assignment of targets is linked to the reality of the area, the City Labor Federation has based on data from Social Insurance, Tax Department... directing units to review and statistically count businesses that are eligible to establish Trade Union organizations.
Along with that, monitoring work is carried out regularly weekly and monthly; the City Labor Federation directly calls to urge and guide units, especially Commune and Ward Trade Unions and Trade Unions of High-Tech Parks and Industrial Parks of Hanoi City.
From the beginning of the year to September 15, 2026, City Trade Union levels have propagated and mobilized the establishment of 1,984 new grassroots trade unions, reaching 496% of the annual plan for grassroots trade unions; newly admitted 96,497/65,000 union members, reaching 148% of the adjusted annual plan for union member development of the Vietnam General Confederation of Labor.
In which, development in newly established units is 67,377 union members, development in units that already have Trade Union organizations is 29,129 union members.
One of the areas with outstanding results is Tu Liem Ward Trade Union. In the first 9 months of 2026, the Ward Trade Union established 89 grassroots trade unions, reaching over 1,000% of the City's assigned plan, developing 3,509 union members, reaching 175% of the City's assigned plan.
According to Ms. Nguyen Thi Hai Yen - Chairwoman of Tu Liem Ward Trade Union, the important factor is to understand the business and choose a suitable approach. Some businesses need to be specifically guided on procedures; some places need to clarify the role of the Trade Union and the rights of employees.
When Trade Union officials directly go to the grassroots level, exchange specifics, and correctly answer the issues that businesses and workers are concerned about, the mobilization work will be more convenient.
From that reality, the Trade Union of Tu Liem Ward determined that firmly grasping the area, grasping businesses, and grasping the situation of workers is a consistent requirement. The Standing Committee and the Standing Committee of the Ward Trade Union unanimously assigned Executive Committee members to directly grasp the situation of businesses. Each official is in charge of each group of businesses, each area, proactively learning, approaching, propagating, and mobilizing.
For units with many employees but a small number of union members, trade union officials directly explain, guide, and clarify their rights when participating in the Trade Union organization; and at the same time coordinate with businesses to mobilize employees.
Speaking at the conclusion of the Conference, Mr. Nguyen Van Thang requested Trade Union levels to continue to focus highly on the work of developing union members and establishing grassroots trade unions; proactively report to Party committees, coordinate with authorities and experts to mobilize the establishment of grassroots trade unions.
In the last months of 2026, the Steering Committee for membership development and establishment of grassroots trade unions of the City will continue to drastically direct this task.
