Implementing the direction of the Steering Committee of the "All people unite to build a cultural life" movement of Hanoi City, the City Labor Federation has directed trade union levels in the Capital to continue to promote the Campaign "Building an Industrial Cultural Lifestyle" among workers and employees in the Capital associated with promoting the work of building and developing grassroots cultural life, improving the quality of evaluation, evaluation, and recognition of the title of building "Agency, unit, enterprise meeting cultural standards" and implementing the Code of Conduct in the workplace, the Code of Conduct in public places. Building a lifestyle for Capital workers with the criteria: Law compliance, living with the law, kindness, for everyone, saying good words, doing good deeds, beautiful style.
Immediately after the City Party Committee issued Program No. 06-CTr/TU dated March 17, 2021 on "Developing culture, improving the quality of human resources, building elegant and civilized Hanoians", the City Labor Federation has propagated, disseminated and directed trade union levels in the Capital to actively coordinate in implementing propaganda, mobilization, and launching emulation movements to respond to and implement the targets and tasks assigned by the Program, especially building "Agencies, units, and businesses that meet cultural standards". At the same time, the implementation of 2 Codes of Conduct has been included in the implementation targets, which is one of the evaluation and evaluation criteria for "Agencies, units, and businesses that meet cultural standards".
In 2024, implementing the direction of the City Labor Federation, right from the beginning of the year, 100% of upper-level trade unions directly at the grassroots level have developed plans and documents to deploy to 100% of grassroots trade unions on registering, evaluating and recognizing the title "Agency, unit, enterprise meeting cultural standards". Industry trade unions and upper-level trade unions directly at the grassroots level (before July 1, 2025) regularly propagate and mobilize grassroots trade unions to coordinate with professional departments to register for recognition of the title "Agency, unit, enterprise meeting cultural standards" with the District, Town Labor Federation where agencies, units, and enterprises are located in the area.
On the basis of reviewing and appraising dossiers in a strict, objective and regulated manner, the Appraisal Council has determined that there are 40 units that meet the conditions to be recognized as Agencies, units, and enterprises meeting cultural standards in the period 2024 - 2025. Among them, the non-business unit block has 18 units, and the business block has 22 units.
In particular, all 40/40 units and enterprises eligible for recognition of the title have official confirmation documents from the People's Committees of local communes and wards, ensuring the legality and substance of the movement.
