Changing workers' perceptions
The fact that the Da Nang City Labor Federation was awarded a Certificate of Merit by the Ministry of Public Security for its achievements in the "All people protect national security" movement in 2025 shows that building and ensuring grassroots security is not only done by specialized forces, but also by the workers who live and work in the city.
Saying this is grounded, because Da Nang currently has more than 210,000 trade union members working in industrial parks and living in most communes and wards of the city.
If this force is stable and attached, then it is an important foundation for social stability. But conversely, if life is precarious and lacks connection, the risk of arising instability in security and order is inevitable.
Clearly aware of this, for many years, the Da Nang City Trade Union organization has focused resources and invested heavily in programs to care for the material and spiritual needs of union members and workers. Not only financial support, but also creating a working and living environment with care and sharing.
Mr. Le Van Dai - Standing Vice Chairman of the Da Nang City Labor Federation said: "We do not see security work as a private matter of functional forces. Workers are the ones who directly participate in maintaining order, if they are properly cared for and connected.
Along with care, legal dissemination is widely implemented by the Da Nang City Labor Federation. There are nearly 400 propaganda classes in 2025, not only providing knowledge, but also contributing to changing workers' awareness of their role in the community.
Practical care activities
Not stopping at propaganda and changing perceptions, an important support to help Da Nang workers truly stick with and become grassroots security subjects is practical care activities that go into the daily life of the City Trade Union organization.
In 2025 alone, the Da Nang City Labor Federation has allocated about 100 billion VND to organize activities to care for union members and workers; of which more than 35.6 billion VND was promptly supported during floods.
In particular, care activities at the workplace also make an important contribution to building harmonious labor relations when the rate of organizing employee conferences reaches about 74%, periodic dialogues reaches about 73%, and nearly 87% of businesses have collective labor agreements.
Notably, many care models are also directly linked to maintaining security and order at the grassroots level. Typical is the model "Workers' self-managed dormitory group". This is not only a place for community activities, but also an "extended arm" to help promptly grasp thoughts and developments in workers' lives.
Reality shows that when workers live in an environment with care and mutual support, negative issues such as social evils, riots or being dragged into illegal acts are also limited. Conversely, they themselves become positive "eyes and ears", contributing to detecting and preventing early security risks.
In addition to caring for material things, the Da Nang City Labor Federation also pays great attention to caring for the spirit of union members and workers. Through organizing community activities such as the All People's Day for National Security Protection, cultural and sports programs, creating space for workers to exchange and connect.
This connection is of great significance, especially for out-of-province workers - who are prone to isolation if there are no social connections. When there is a community, an organization standing up to connect, workers not only reduce difficulties but also feel that they are part of a collective, thereby being more responsible for the surrounding living environment.
From the story in Da Nang, it can be clearly seen that when workers are properly cared for, they not only feel secure in production, but also become a force contributing to maintaining peace from their own living and working places. And that is the most sustainable foundation of grassroots security.
