According to the assessment of the Ba Ria - Vung Tau Provincial Federation of Labor, the labor relations situation in the area has been quite stable recently. From 2019 to present, there have been only 15 labor disputes leading to collective work stoppages, with about 3,541 workers participating. In the first 9 months of 2024, there were 4 collective labor disputes. The main causes come from factors related to the rights of workers such as wages, shift meals, insurance payments, etc. Labor disputes often occur in foreign-invested enterprises. However, trade unions at all levels have quickly intervened to resolve the cases, promptly stabilizing the labor relations situation, contributing to maintaining security, social order and safety.
In the coming time, it is forecasted that the labor relations situation may become complicated at the end of the year due to many reasons, such as some enterprises still facing difficulties and have not recovered; there are still violations of labor laws, social insurance debts... Therefore, the Provincial Labor Federation has proactively sought solutions to minimize possible disputes. "It is necessary that we can identify and find the causes of disputes, so that we can proactively find solutions to minimize labor disputes in the coming time", Mr. Nguyen Chau Trinh, Vice President of the Provincial Labor Federation emphasized.
Strengthening supervision and capacity building for union officials
To limit the occurrence of labor disputes in the coming time, Mr. Nguyen Thanh Son, Chairman of the Provincial Industrial Parks Trade Union, said that it is necessary to focus on improving the capacity of trade union officials, especially training in labor law and skills in resolving labor disputes.
“When disputes arise, this team can provide timely support. They need to have in-depth knowledge and practical experience in resolving complex labor disputes,” said Mr. Nguyen Thanh Son.
At the same time, it is also necessary to strengthen the role of the Trade Union in monitoring and protecting the rights of workers; be more proactive in grasping the situation, promptly reflecting and proposing solutions when there are signs of labor disputes.
“There are cases where the union at the higher level only gets information after a dispute has occurred, so the response is quite slow. Therefore, it is necessary to be more vigilant, get information early from the beginning to reconcile and resolve it early, not letting the dispute flare up,” Mr. Son commented.
According to Mr. Nguyen Phi Hung, Head of the Labor - Employment Division, Department of Labor - Invalids and Social Affairs of the province, labor disputes in the province are much lower than in other localities, partly reflecting the harmonious construction of labor relations. Labor law enforcement in the area is quite good, with no serious violations.
“It is necessary to promote the dissemination of labor laws and social insurance to employees and business owners. At the same time, quickly develop grassroots trade unions representing employees in enterprises... In the coming time, the Department will also advise districts to improve the labor conciliator system,” said Mr. Nguyen Phi Hung.
Meanwhile, Mr. Le Van Hoa, Chairman of the Ba Ria - Vung Tau Provincial Federation of Labor, said that in the coming time, the Provincial Federation of Labor will direct the departments and grassroots trade unions to deploy appropriate contents and solutions to minimize the occurrence of labor disputes, focusing on local economic development at the end of the year.
