Gia Lai Provincial Central General Hospital verifies a series of abnormalities at the Traditional Medicine Department

Nurse accuses many irregularities at Traditional Medicine Department

According to the complaint of Ms. Tran Thi Hang - nurse of the Department of Traditional Medicine, she discovered that the accounts of some doctors are used to perform professional operations such as entering treatment orders, prescribing medicine, and prescribing procedures on the HIS system even when doctors are on leave or not directly present at the hospital.

Ms. Hang said that during her time as Head Nurse of the Faculty of Traditional Medicine, Ms. Tran Thi Bich Lien did not correctly mark the workload for many employees. There were cases where they did not go to work but were still fully marked to receive salary and allowances.

Notably, from July 1 to July 25, 2025, doctor V.T.B. Y did not go to work but was still fully marked. This led to a difference between the actual marking table stored at the department and the electronic marking table sent to the Department of Organization and Personnel" - Ms. Hang stated.

Nurse Hang also reflected that Ms. Lien directed the nurse to use the account of a sick doctor to prescribe medicine and enter treatment orders on HIS software.

People who do not directly examine and treat patients are still named in medical records and prescribed treatment, not in accordance with the actual professional activities, violating regulations on professional decentralization and showing signs of profiteering from the health insurance fund" - Ms. Hang said.

A series of violations are pointed out, but there is no motive for self-interest?

In response to the reflected contents, Gia Lai Provincial Central General Hospital intervened to verify and concluded that Ms. Tran Thi Bich Lien - Head Nurse of Traditional Medicine Department - had violations regarding some of the alleged contents.

According to the conclusion, Ms. Lien admitted to incorrectly marking the workload for some employees, including doctor V.T.B. Y taking leave, sick leave but still being marked to go to work. Ms. Lien explained that this was agreed upon by the department to facilitate the entry of treatment orders on HIS software, avoiding duplication of operation time between doctors and nurses.

The verification results showed that the department leader and staff confirmed that the actual monitoring work record at the department and the hospital submission record had different contents.

The hospital determined that 13/15 staff members of the department, including doctors and nurses, had incorrect labour grades in 2024 and the first 8 months of 2025, with a total of 165 wrong working days. The person directly marking the labour grades was Ms. Lien and this was agreed upon by the department leaders and the staff.

Regarding the use of accounts on HIS software, the hospital concluded that Ms. Lien and the department collective agreed to use the accounts of retired doctors for nurses to enter medical orders to support. This behavior is not in accordance with regulations on professional decentralization and professional responsibilities, violating professional procedures, and needs to be reviewed and learned from experience. Leaders of the Traditional Medicine Department must be jointly responsible for not promptly rectifying shortcomings.

The hospital believes that the violations stem from a lack of caution in performing tasks, lax inspection, and internal administrative habits that have not been standardized, without personal gain motives. On that basis, the hospital requests relevant individuals and collectives to conduct self-criticism, draw deep lessons, and consider appropriate forms of handling according to regulations.

However, nurse Hang did not agree with this conclusion. Ms. Hang said that the hospital's conclusion that the violations "did not have personal gain motives" and only requested self-criticism and drawing experience did not reflect the true nature of the case, was not sufficiently deterrent, and omitted signs of abuse of power and profiteering from the health insurance fund.
