Hung Yen Provincial Inspectorate has just issued an inspection conclusion on the compliance with legal regulations on providing medical examination and treatment services; medical examination and treatment with health insurance; compliance with labor laws and the work of receiving and processing patient feedback and recommendations for Thai Binh High-Quality General Hospital Co., Ltd. Branch (Thai Binh Hospital).
According to the conclusion, Thai Binh Hospital is located in Tran Hung Dao ward, Hung Yen province, with Director Nguyen Trong Tram as the legal representative, and Dr. BSCKII Do Trong Quyet as the professional in charge. The hospital has a scale of 150 beds and is a non-public hospital.
Through inspection, functional agencies pointed out some shortcomings in the health sector. In which, the list of registered practitioners for medical examination and treatment still lacks information about the time of registration for practice at other medical examination and treatment facilities; there are cases where doctors register for practice time at other facilities coinciding with the time of registration for practice at the hospital on duty days, Saturdays and Sundays.
At the time of inspection, the hospital recorded the names of some departments and rooms not in accordance with the issued Medical Examination and Treatment Operation License; the procedural room of the Surgery Department had no nameplate; medicine cabinets, supplies cabinets, and medical equipment were not listed in the list as prescribed.
In the field of labor, Thai Binh Hospital has not fully implemented regulations on notifying training results, improving qualifications and vocational skills for workers to local labor management agencies; has not developed collective labor agreements; has not conducted the first safety technical inspection for 3 boilers.
According to the inspection conclusion, the subjective cause is that the leadership, direction, inspection, and supervision of hospital leaders and departments and rooms are not thorough; the review and updating of legal documents and personnel records have not been carried out regularly. In addition, the system of legal documents and professional guidance in the fields of health and labor is constantly changing, leading to the updating and application at times not being timely.
The Provincial Inspectorate has proposed to handle administrative violations in the fields of health and labor. Thai Binh Hospital has paid a fine of 8 million VND for violations in the field of health and 50 million VND for violations in the field of labor.
The inspection conclusion requested Thai Binh Hospital to organize lessons learned, overcome shortcomings, and strictly implement legal regulations; and at the same time assigned the Department of Health and the Department of Home Affairs of Hung Yen province to strengthen inspection and guidance on the compliance with regulations on medical examination and treatment and labor laws for private medical facilities in the area.
