93.45 million people participate in health insurance
In the first 9 months of 2024, the number of people participating in social insurance (SI), health insurance (HI), and unemployment insurance (UI) all increased compared to the same period in 2023, reaching over 19.02 million people (up 9.9%); 93.45 million people (up 2.18%); 15.31 million people (up 8.02%), respectively.
Accordingly, in parallel with the issuance of full business procedures, Vietnam Social Security has promoted decentralization and administrative reform in organizing the implementation of social insurance and unemployment insurance policies; at the same time, it always closely follows and directs local social security agencies in promptly and properly resolving each participant and beneficiary of the policies.
In the first 9 months of 2024 alone, the Vietnam Social Security sector has resolved for 990,975 people to receive one-time benefits - of which the number of people receiving one-time social insurance benefits decreased by 0.66% compared to the same period in 2023; 6.2 million people received sickness, maternity, convalescence and health recovery benefits; received 719,348 people receiving unemployment insurance benefits...
The Vietnam Social Insurance sector has also implemented many synchronous solutions to strictly and effectively control the health insurance fund, ensuring correct and sufficient spending. In particular, promoting digital transformation in health insurance operations to detect and identify early signs of abuse and unusually increased costs, thereby coordinating with medical facilities to inspect and adjust, contributing to preventing profiteering and abuse of the health insurance fund.
Many difficulties and problems in medical examination and treatment and payment of health insurance costs under the authority of the industry have been resolved, contributing to facilitating the operation of health insurance facilities and ensuring maximum benefits for health insurance participants according to regulations.
In the first 9 months of 2024, it is estimated that the whole country will have over 134.8 million people receiving health insurance treatment (an increase of over 7.4 million people compared to the same period in 2023) with a total health insurance treatment expenditure of over VND 102,054 billion (an increase of VND 13,693 billion compared to the same period in 2023).
Ensure people's rights
In all circumstances, even in difficult times when many localities suffered heavy damage caused by storm No. 3 (Yagi), the entire Vietnam Social Security sector has demonstrated a sense of responsibility and made great efforts to promptly resolve and implement many practical solutions to ensure social insurance, health insurance, and unemployment insurance benefits for participants affected by natural disasters with the motto "fastest, most convenient, and most reformed".
The whole sector urgently organizes payment so that pensioners and social insurance beneficiaries can receive it promptly even under the impact of storms and floods, and makes payment at home for beneficiaries in some areas heavily affected by storms and floods to quickly receive life maintenance benefits; assigns permanent staff at medical examination and treatment facilities, promptly resolves problems with health insurance medical examination and treatment procedures to ensure that all health insurance patients receive immediate and timely medical examination and treatment; coordinates with the health sector and medical examination and treatment facilities to ensure medicines and medical equipment for patients, organizes health insurance medical examination and treatment, and provides medicines for cases where due to conditions they cannot go to health insurance medical examination and treatment facilities; fully and promptly advances health insurance medical examination and treatment costs to medical examination and treatment facilities, ensuring smooth health insurance medical examination and treatment work...
In addition to resolving social insurance, health insurance, and unemployment insurance policies and regimes as soon as possible for participants affected by natural disasters, Vietnam Social Security also coordinated with relevant agencies to organize the donation of social insurance books and health insurance cards to people in difficult circumstances who suffered losses due to storm No. 3 in 26 provinces and cities. The number of books and cards donated on this occasion was more than 1,200 social insurance books and about 9,260 health insurance cards, equivalent to a total amount of nearly 16 billion VND.
