On the afternoon of July 7, the Office of the President coordinated with the Ministry of Public Security, the Ministry of Foreign Affairs, and the Supreme People's Court to hold a press conference to announce the President's Decision on special pardon in 2025 (phase 2.9)
At the press conference, Mr. Pham Thanh Ha - Deputy Head of the Office of the President announced Decision No. 1244/2025/QD-CTN to implement early released amnesty for those sentenced to a term of imprisonment, life imprisonment on the occasion of the 80th anniversary of National Day (2.9).
The prison sentence for amnesty has been served until August 31, 2025.
Regarding the conditions for being proposed for amnesty, the decision clearly states that those sentenced to prison terms with a term or life imprisonment must have made a lot of progress, have a good reputation for reform and be classified as having a good or good prison sentence according to the provisions of the law on criminal enforcement.
Accordingly, those sentenced to life in prison who have been reduced to prison for a term must have had 18 consecutive quarters immediately adjacent to the time of consideration and request for amnesty classified as quite good or higher.
A person sentenced to imprisonment from 15 to 30 years must have had 16 consecutive quarters immediately preceding the time of consideration and request for amnesty classified as quite good or higher.
A person sentenced to imprisonment from 10 to 15 years must have had 14 consecutive quarters adjacent to the time of consideration and request for amnesty classified as quite good or higher.
A person sentenced to imprisonment from 8 to 10 years must have had 8 consecutive quarters adjacent to the time of consideration and request for amnesty classified as quite good or higher.

A person sentenced to imprisonment from 5 to 8 years must have 4 consecutive quarters immediately preceding the time of consideration and request for amnesty classified as quite good or higher.
A person sentenced to imprisonment from 3 to 5 years must have 2 consecutive quarters immediately preceding the time of consideration and request for amnesty classified as quite good or higher.
A person sentenced to imprisonment of 3 years or less must have at least 1 quarter immediately preceding the time of consideration and request for amnesty classified as good or better.
All of the above cases must have a period of time to comment and evaluate the results of the classification as serving a prison sentence of at least 1.
A person who has served a prison sentence for at least one-third of the time in a case of a term of imprisonment, if the prison term has been previously reduced, the reduced term will not be counted in the time serving the prison sentence.
To have served a prison sentence of at least 14 years in cases of life imprisonment that have been reduced to prison terms for a period of time. If after being reduced to prison terms for a period of time, the prison term is reduced, the reduced term will not then be counted as the time of serving the prison term.
A person who has fulfilled his obligation to return assets, compensate for damages, and other obligations to a person sentenced to prison for corruption crimes shall be proposed for amnesty.
People sentenced to prison terms with a term of service of at least 1/4 of the time and those sentenced to life imprisonment with a term of service of at least 12 years will be proposed for amnesty when they are 70 years old or older; people with serious illnesses, people with frequent illnesses who do not serve themselves...
