Can Tho - Legal-based negotiation in a substantive direction both creates benefits for workers and increases prestige with international customers.

Benefits associated with production efficiency

TRI-VIET International Co., Ltd. is a 100% Japanese-owned enterprise specializing in the field of manufacturing gloves - leather handbags for export, with 1,106 workers. Among them, workers (NLD) have increasingly high professional qualifications, the rate of trained workers reaches 87%.

Mr. Quach Minh Thao - Chairman of the Company's Grassroots Trade Union (CDCS) - said that in the process of operation, the unit always clearly defines: "Not only protecting rights, but also accompanying; not only proposing, but also proactively negotiating based on the law and financial capacity. For many years, the Company's CDCS has persistently negotiated Collective Labor Agreements (TULDTT) in a substantive direction, creating higher benefits than the law, maintaining production stability and prestige with international customers.

During the negotiation process, the two sides agreed on the principle that employees' rights must be linked to production efficiency; production efficiency is only maintained when employees are assured and attached. Thanks to that, policies have been clearly improved in quality, such as productivity bonuses, 13th month bonuses; overtime meals of 28,000 VND/meal; overtime meals of 18,000 VND/meal; periodic health check-ups for 100% of employees with a cost of nearly 745 million VND/year.

The regime of gifts for holidays, Tet, and birthdays is maintained annually; the regime of funeral visits, sickness, surgery, and families in difficult circumstances is paid with a total budget of nearly 1.48 billion VND for 637 union members;... Many of these welfare items exceed the minimum requirements of the law, increase actual income and create human values in the style of Japanese businesses.

Grassroots trade unions are extended arms

In the development process of Hau Giang Pharmaceutical Joint Stock Company, the grassroots trade union has constantly changed and transformed its operations to adapt to the environment, leadership and administration to maintain stability. To do this, the Trade Union has tried its best to create a harmonious relationship between foreign partners and Trade Union activities.

The Executive Committee of the Trade Union must have a plan and action program with practical activities, making foreign partners see and recognize the Vietnam Trade Union organization in general and the Company's Trade Union in particular as an extended arm, an important factor in accompanying foreign partners to develop businesses and a solid rear for company operations," said Mr. Vo Thanh Hung - Chairman of the Company's Trade Union.

With those efforts, the grassroots trade union has built trust. Through dialogue, the Executive Committee has proposed that employees at the company have their salaries continuously increased for 3 consecutive years from 2022 - 2025, especially in 2024, they will have their salaries increased twice.

On that basis, activities to care for and protect workers' rights are increasingly in-depth, appropriate, complete, and better than legal regulations through the signing of collective labor agreements, notably kindergarten activities at the company. On average, annually from funds, trade union fees and welfare funds deducted from profits, grassroots trade unions have spent over 20 billion VND/year on union members and workers.

According to the Can Tho City Labor Federation, in the period 2023-2025, the unit is interested in implementing the Program "Focusing on performing the task of representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers, focusing on negotiation, dialogue and salary". Up to now, the whole city has over 50% of valid collective labor agreements of type B or higher.

The city's Trade Union sets a target that by the end of the 2025-2030 term, 100% of grassroots trade unions in public service units, state-owned enterprises and 80% of grassroots trade unions in non-state-owned enterprises will negotiate and sign collective labor agreements. In which, at least 35% achieve type A, 60% have content that is more beneficial to employees.
