Clause 6, Article 33 of Decree 33/2023/ND-CP stipulates that part-time workers in villages and residential groups with no more than 3 positions (including Party cell secretary, village or residential group head, head of the Fatherland Front Working Committee) are entitled to monthly allowances. In cases where the Law provides otherwise, the provisions of that Law shall apply.
Encourage the concurrent holding of the positions of Party Cell Secretary and Village Chief, Head of Residential Group or Head of the Village or Residential Group Front Work Committee.
Thus, Party cell secretary is a title of a non-professional activist in a village or residential group.
On the other hand, Clause 1, Article 4 of Decree 73/2024/ND-CP stipulates the implementation of bonus regime based on outstanding work achievements and results of assessment and classification of annual task completion level for subjects specified in Clause 2, Article 2 of Decree 73/2024/ND-CP.
Compared with Clause 2, Article 2 of Decree 73/2024/ND-CP, only commune-level officials and civil servants are subject to the bonus regime under Decree 73.
Part-time workers at the commune, village and residential group levels (including Party cell secretaries) will not be rewarded according to Decree 73, but will only receive monthly allowances.
