Article 5 of the Law on forces participating in protecting security and order at the grassroots level stipulates the working relationship, coordination and support in the organization, operation and performance of tasks of forces participating in protecting security and order at the grassroots level as follows:

1. The working relationship of the forces participating in protecting security and order at the grassroots level is regulated as follows:

a) The People's Committee at the commune level manages the organization and operation of forces participating in protecting security and order at the grassroots level;

b) Commune-level police assist the People's Committee at the same level in directly managing the organization, operation, direction and operation of forces participating in protecting security and order at the grassroots level; guide, assign and inspect the performance of tasks of forces participating in protecting security and order at the grassroots level;

c) The relationship between the forces participating in protecting security and order at the grassroots level and mass organizations and associations at the grassroots level is a relationship of coordination in performing the task of protecting security and order and building a movement for the entire people to protect national security.

2. Coordination and support in performing tasks of forces participating in protecting security and order at the grassroots level are stipulated as follows:

a) Coordinate with the Village Chief, Head of the Residential Group, Head of the Front Working Committee in the village and residential group to perform the task of protecting security and order and building a movement for the entire people to protect national security;

b) Support the militia and other forces at the grassroots level to perform their tasks as prescribed by law;

c) Coordinate with grassroots self-governing mass organizations, grassroots mediators, security forces of agencies, organizations, and enterprises located in the area to participate in protecting security and order, and resolve security and order incidents at the grassroots level according to the provisions of law.

Thus, the force participating in protecting security and order at the grassroots level coordinates with the village chief, head of the residential group, head of the Front working committee in the village and residential group to perform the task of protecting security and order and building a movement for the entire people to protect national security according to the above regulations.
