Deputy General Director of Vietnam Social Security Tran Dinh Lieu chaired the Conference at the Central bridge point.
According to Vietnam Social Security, by the end of September 2024, there were more than 19 million people participating in social insurance nationwide, an increase of 9.9% over the same period in 2023. Of which, the number of people participating in compulsory social insurance was 17.03 million, an increase of 7.25% over the same period in 2023; the number of people participating in voluntary social insurance was over 1.99 million, an increase of 39.35% over the same period in 2023.
The number of people participating in unemployment insurance reached 15.31 million people, an increase of 8.02% over the same period in 2023. The number of people participating in health insurance reached 93.45 million people, an increase of 2.18% over the same period in 2023.
Total revenue from social insurance, health insurance, and unemployment insurance of the whole industry up to the end of September 2024 increased by 13.23% over the same period in 2023.
In addition to regular solutions, recently, many solutions to strengthen and expand lessons learned in the field of collecting and developing social insurance and health insurance participants have been resolutely directed by Vietnam Social Security in recent months. In particular, a Working Group was organized to work directly, survey, and grasp the implementation of tasks in 28 localities, and at the same time, direct solutions to immediately overcome existing limitations.
In Hanoi, Ms. Dam Thi Hoa - Deputy Director of Hanoi Social Insurance said that the collection and development indicators of social insurance and health insurance participants in the capital have all increased quite optimistically, however, the number that must be implemented until the end of 2024 is still very large. Currently, the leaders of the City Social Insurance have directed to continue reviewing tax data and requested to complete it soon to have a basis for implementing solutions to urge employers. Social Insurance agencies of districts have also advised to issue a working plan of the Steering Committee for the Implementation of Social Insurance and Health Insurance Policies with employers in the area; have conducted a review in advance to ensure that the reconciliation process at the conference is quick. At the same time, Social Insurance agencies of districts have also organized the signing of 3-party contracts in 30 districts.
“Solutions to increase collection and develop participants are being vigorously implemented by Hanoi Social Security, regularly drawing lessons, clearly recognizing limitations to promptly direct Social Security in districts to overcome and better implement in the last months of the year,” Ms. Hoa emphasized.
Concluding the Conference, Deputy General Director of Vietnam Social Security Tran Dinh Lieu directed that Social Security agencies of provinces and cities continue to resolutely implement solutions, focus resources on collection, reduce late payment, and develop social insurance and health insurance participants in the last months of 2024. Solutions such as reviewing tax data, organizing dialogue conferences of the Steering Committee for Social Insurance and Health Insurance Policy Implementation with employers, signing 3-party coordination agreements, etc. must be implemented seriously and effectively.
The leaders of Vietnam Social Security require units to continue to seriously and more effectively implement the collection procedures, reduce the number of late payments, and develop participants. Request the Collection - Book and Card Management Board to assign specialized staff to closely monitor the implementation process at local Social Security; at the same time, increase online training and guidance for the stages/processes that are not yet well implemented; select units that need direct training and guidance.
Deputy General Director Tran Dinh Lieu also directed the units to effectively implement the "sprint" emulation movement, aiming to achieve and exceed the collection targets, reduce the number of late payment, and develop the number of social insurance and health insurance participants in the last months of the year.
“To effectively promote the emulation movement, it is necessary to clearly define the emulation criteria, ensuring the creation of resources to strongly promote the collection and development of social insurance and health insurance participants in the last months of the year,” Deputy General Director Tran Dinh Lieu emphasized.
