According to the provisions of Clause 1, Article 2 of Decree 34/2012/ND-CP, commune, ward and town cadres specified in Clause 3, Article 4 of the Law on Cadres and Civil Servants 2008 and Article 3 of Decree 92/2009/ND-CP (replaced by Article 5 of Decree 33/2023/ND-CP) are eligible for civil service allowances according to regulations.
Refer to Clause 3, Article 4 of the Law on Cadres and Civil Servants 2008, which stipulates:
Commune, ward and town cadres (hereinafter referred to as commune-level cadres) are Vietnamese citizens, elected to hold positions for terms in the Standing Committee of the People's Council, People's Committee, Secretary, Deputy Secretary of the Party Committee, heads of socio-political organizations; commune-level civil servants are Vietnamese citizens recruited to hold a professional and technical position under the People's Committee at the commune level, in the payroll and receiving salaries from the state budget.
At the same time, based on Article 5 of Decree 33/2023/ND-CP, it is stipulated that:

1. Commune-level cadres specified in Clause 1, Article 2 of this Decree hold the following positions:
a) Party Committee Secretary and Deputy Secretary;
b) Chairman and Vice Chairman of the People's Council;
c) Chairman and Vice Chairman of the People's Committee;
d) Chairman of the Vietnam Fatherland Front Committee;
d) Secretary of the Ho Chi Minh Communist Youth Union;
e) President of the Vietnam Women's Union;
g) Chairman of the Vietnam Farmers' Union (applicable to communes, wards and towns with agricultural, forestry, fishery, fishery activities and with the Vietnam Farmers' Union);
h) Chairman of the Vietnam Veterans Association.
Thus, the above commune-level cadres are entitled to public service allowances according to current regulations.
