Article 8 of Decree 33/2023/ND-CP stipulates the standards for the Chairman of the Commune Farmers' Association as follows:
Standards for each commune-level cadre position
1. Party Committee Secretary and Deputy Secretary:
a) Age: When participating in holding a position for the first time, they must be of working age of at least 1 full term (60 months), in special cases according to the decision of the competent authority managing the cadre;
b) General education qualifications: Graduated from high school;
c) Professional qualifications: Graduated from university or higher. In case the Party Charter has provisions other than those in this Decree, the provisions of the Party Charter shall apply;
d) Political theory qualification: Graduated from intermediate level or equivalent or higher. In case the Party Charter has provisions other than those in this Decree, the provisions of the Party Charter shall apply;
dd) Other standards as prescribed by the Party and competent authorities managing cadres.
2. Chairman of the Vietnam Fatherland Front Committee, Secretary of the Ho Chi Minh Communist Youth Union, Chairman of the Vietnam Women's Union, Chairman of the Vietnam Farmers' Association, Chairman of the Vietnam Veterans' Association at the commune level:
a) Age: According to the provisions of law, organizational charter and regulations of central socio-political organizations.
b) General education qualifications: Graduated from high school;
c) Professional qualifications: Graduated from university or higher. In case the law or charter of the organization has provisions other than those in this Decree, it shall comply with the provisions of that law or charter;
d) Political theory qualification: Graduated from intermediate level or equivalent or higher. In case the law or charter of the organization has provisions other than those in this Decree, it shall comply with the provisions of that law or charter;
dd) Other standards as prescribed by the Party, central socio-political organizations and competent authorities to manage cadres.

Thus, the Chairman of the Commune-level Farmers' Association must meet the following standards:
- Age: According to the provisions of law, organizational charter and regulations of central socio-political organizations.
- General education qualifications: Graduated from high school;
- Professional qualifications: Graduated from university or higher. In case the law or charter of the organization has provisions other than those in this Decree, it shall comply with the provisions of that law or charter;
- Political theory qualification: Graduated from intermediate level or equivalent or higher. In case the law or charter of the organization has provisions other than those in this Decree, it shall comply with the provisions of that law or charter;
- Other standards as prescribed by the Party, central socio-political organizations and competent authorities managing cadres.
