Cao Bang Provincial People's Committee has just issued a plan to propagate and develop people participating in social insurance, unemployment insurance, and health insurance in 2026, with a focus on expanding coverage and improving the effectiveness of social security policies.
According to the plan, the province sets a target of 61,400 people participating in social insurance (reaching 27.8% of the working age population), 29,400 people participating in unemployment insurance (13.3%) and 561,200 people participating in health insurance, equivalent to a coverage rate of 98.9% of the population.
To complete these targets, propaganda work is implemented according to each target group.
In which, the business sector is required to strictly implement regulations on compulsory social insurance; the group of self-employed workers, agriculture - forestry - fishery is strengthened to mobilize participation in voluntary social insurance, household health insurance with support from the budget.
Students, especially final year students, are also focused on propaganda to raise early awareness about insurance policies.
The grassroots level government is assigned specific targets, linking the responsibility of the head with the implementation results. Each commune and ward strives to organize at least 1-2 direct propaganda conferences annually to mobilize people to participate.
In addition, the province promotes administrative procedure reform, application of information technology, implementation of regime payments through personal accounts; strengthens coordination and data sharing between sectors to review and develop effective participants.
Inspection and examination work is also strengthened to handle the situation of evasion, late payment, fraud, and insurance policy fraud.
The plan is completed based on receiving many opinions from departments and sectors, including the addition of content related to health insurance, adjusting the tasks of some units to ensure practical suitability.
