On April 3, the 18th Cao Bang Provincial People's Council held the 2nd Session (thematic) to consider and decide on some important contents related to traffic infrastructure investment.
The meeting was co-chaired by Mr. La Hoai Nam - Vice Chairman of the Provincial People's Council and Be Minh Duc - Vice Chairman of the Provincial People's Council.
At the meeting, the Provincial People's Council listened to the submission and appraisal report related to the investment policy of the Bac Kan - Cao Bang expressway construction project, and at the same time considered adjusting the investment policy of the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway project in the form of public-private partnership (PPP).
According to the submitted plan, the Bac Kan - Cao Bang expressway is about 82.5km long, the starting point connects to the Cho Moi - Bac Kan expressway, and the ending point is in Tan Giang ward (Cao Bang).
The route is designed with a scale of 4 lanes, speed of 80km/h, total estimated investment of 29,300 billion VND, implemented in the period 2026-2028.
For the Dong Dang - Tra Linh expressway project, the Provincial People's Council is considering adjusting the scale of phase 2 with a roadbed width of 22m, adding emergency stop lanes on both sides (except for some special locations).
The total adjusted investment is about 26, 187 billion VND, along with changes in capital structure, financial plans and land use needs of about 1,264ha.
During the discussion, delegates focused on clarifying the necessity and effectiveness of investment as well as related factors such as the area of forest that needs to be converted for land use purposes, capital allocation plans and project capital recovery time.
Speaking at the meeting, Chairman of Cao Bang Provincial People's Committee Le Hai Hoa emphasized the urgency of transport infrastructure projects, and at the same time requested specialized agencies to prepare carefully, ensuring feasibility and legal rigor.
He also noted the need to balance resources, avoiding the situation of proposing beyond the disbursement capacity, causing waste.
After discussion, 100% of the delegates of the Provincial People's Council voted to approve the resolution approving the investment policy of the Bac Kan - Cao Bang expressway project and the resolution adjusting the investment policy of the Dong Dang - Tra Linh expressway project (2nd time).
Concluding the session, Vice Chairman of the Provincial People's Council La Hoai Nam affirmed that the adoption of resolutions is an important basis to promote the development of transport infrastructure, improve regional connectivity, and create motivation for local socio-economic development.
The Provincial People's Council requested the Provincial People's Committee and levels and sectors to urgently implement resolutions; complete investment procedures according to regulations; ensure progress and quality of works. At the same time, strengthen inspection and supervision, promptly remove difficulties and obstacles, and ensure that projects are effective in practice.
